General Dynamics NASSCO-Norfolk is the consolidation of two great shipyards that have operated in the Port of Hampton Roads, Virginia for more than 50 years - the former Metro Machine Corporation and the former Earl Industries.  Along with our facilities in Bremerton, Washington, our expertise encompasses experience on more than 450 ships, a Master Ship Repair Agreement (MSRA) contract, and the maintenance and repair of aircraft carriers and ships from the Navy's amphibious fleet.

 

I.  ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

 

This position has the responsibility to maintain the company’s Approved Purchasing System, ISO Certification, and adequate Sarbanes-Oxley General Controls in the areas related to Supply Chain Management.

                                                                                      

II.  POSITION DEMANDS (Education/Training)

                                           

Typically has a BA/BS in a related field, or AA/AS plus two (2) years’ directly related experience, or six (6) years’ directly related experience.

                                

     POSITION DEMANDS (Required Experience)

 

Knowledge of:

  • NASSCO’s ship repair approach, organization, procedures and material requirements.
  • Understanding of Federal Acquisition Regulations (FAR) and ISO Requirements.
  • Contract law principles and their application to ship repair environment.
  • Costpoint Materials Module.
  • Purchasing and Warehousing processes.
  • Ability to think clearly under pressure of time deadlines.
  • NASSCO health, safety, and environmental policies.
  • Business operations processes

Skill in:

  • Identifying, communicating, and making recommendations for corrections to members of the Subcontract and Purchasing personnel in a constructive and professional manner.
  • Training Supply Chain Management personnel in the contract, government and company policies and procedures.
  • Maintaining a high degree of attention to detail and sound judgment.
  • Document preparation including special reports and presentations.
  • Proficient use of Microsoft Office products.
  • Excellent business math and verbal and written communication skills.

IV.  WORKING RELATIONSHIPS

 

Reports to the Director of Supply Chain Management.  Maintains close internal contact with Supply Chain Management Department Managers.  Maintains close external contact with customer, external, and internal auditors.  Supervises the Procurement Auditor.

  

 

V.  PRINCIPAL RESPONSIBILITIES

 

  • Ensure Supply Chain Management Department compliance to the FAR, contract requirements, the Procurement Manual and ISO Manual.
  • Maintain and update the Procurement Manual.
  • Ensure that new vendors comply with NASSCO requirements for insurance.
  • Identify existing reports and tools to improve and manage processes.
  • Provide guidance and training to Subcontract and Purchasing personnel in the FAR, the Defense Federal Acquisition Supplement (DFARS), procurement procedures, and ISO procedures.
  • Train company personnel on the Requisition and Approval Process.
  • Act as the company’s Small Business Advocate and Competition Advocate.
  • Review and update company Terms and Conditions and applicable FAR/ DFAR Flowdown Clauses, Representations and Certifications.
  • Review all Requests for Consent for correctness and completeness prior to submission to the government.
  • Provide feedback to Supply Chain Management Department Managers on compliance and training issues with their employees.
  • Maintain working knowledge of FAR and DFARs Supplement.
  • Develop Departmental Metrics and the Supplier/ Subcontractor Performance Evaluation Process.
  • Be aware of NASSCO’s “Standards and Business Conduct” and abide by the instructions and guidelines set forth in the standard.
  • Performs other responsibilities and duties as assigned.

  

VI.  ACCOUNTABILITY

 

Accountable to the Sr. Director of Business Ops for the compliance of procurements and purchases with contract, federal and company requirements. 

      

VII.  UNIQUE/ADDITIONAL REQUIREMENTS

 

Regular, reliable attendance on-site is an essential function of the job. Must have reliable record of attendance and punctuality and be available for overtime as required.  Must be able to physically transit all areas of the facility.  Must quality for a DBIDS and NNSY badge.  Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear.  Must have good eye/hand coordination.  The noise level in the work environment is usually moderate.  Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the drydock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment.  These areas can be dirty, dusty, hot or cold, and noisy.
