SUMMARY

 

Overall responsibility for administration and operation of the Master Planning and Outfit Planning Departments. Includes development and implementation of department policy, procedures, short and long range planning/schedule development, work package development and strategic/tactical planning.  Includes personnel actions relating to staffing increases, reductions, training, personnel reviews, and corrective actions.  Includes forecast, development, and management of department budgets.  Includes establishment and implementation of product quality and quality management.  

 

ESSENTIAL FUNCTIONS AND DUTIES

 

  • Develop and implement department policies, procedures and objectives including build strategies, product quality and department policy standards.
  • Manage the development and implementation of all production schedules for new construction programs.
  • Liaise with and co-ordinate schedule development with Manager, Operations Analysis.
  • Manage the development and issuance of work packages for all New Construction Outfitting work activities.
  • Provide support to production organization for recovery planning.
  • Provide direction to the transfer planning organization.
  • Analyze process improvement benefits and implement process improvement initiatives.
  • Monitor performance trends, implement changes for improvement.
  • Develop and present departmental schedules, budgets and initiatives.
  • Maintain external coordination with Ship and Trade Management, Engineering and support organization managers.
  • Manage resolution of internal and external departmental issues, including logistic, personnel, and prioritization conflicts.
  • Provide counsel and guidance in resolution of personnel issues.
  • Maintain required level of departmental technical competency throughout all sections.
  • Other responsibilities and duties as assigned.

 

SKILLS AND QUALIFICATIONS

 

Bachelors' degree in an Manufacturing Management or Production Planning, or equivalent, plus ten (10) years’ experience as a Planning supervisor, production manager, team leader, ship/assistant ship manager, or other related mid-level management position.

 

A.     In-depth Knowledge of:

  • NASSCO shipbuilding processes.
  • Stage of Construction (SOC) breakdown and philosophy.
  • NASSCO Manufacturing standards.
  • NASSCO facilities capabilities.
  • Business control systems.
  • Company shipbuilding policy.
  • Design for Manufacturing (DFM) concepts.
  • Production control systems.
  • Cost, Schedule, and Control System (CSCS)
  • Manufacturing/Production Planning procedures and techniques.
  • Trade production rate structures and budget management.
  • Material Procurement processes.
  • NASSCO safety policy.

     

B.      Skill and Experience in:

  • Development and implementation of strategic company objectives.
  • Development and maintenance of production schedules.
  • Development / implementation of company shipbuilding policy
  • Technical conflict resolution between all Engineering, Production, and support departments.
  • Integration of Engineering, Material, Planning, and Production requirements, and initiatives.
  • Development, application, and analysis of performance measures.
  • Performance trend, budget, and resource capacity analysis including recommendations, and implementation plans.
  • Management and training of staffs comprised of diverse support personnel.
  • Development and presentation to Senior Management of complex material consisting of qualitative information, rationales, conclusions, and recommendations.
  • Recognition of group dynamics and application of techniques to achieve Department and company objectives.

 

C.     Additional Demands:

  • Requires ability to physically commute to various areas of the shipyard including but not limited to shipboard activities.  Must be capable of climbing ladders and transiting through manholes and other confined, congested spaces.  Physical dexterity must allow for bending and reaching.  Must maintain mental alertness and all safety requirements, particularly when transiting in production areas.
  • While performing the duties of this position the employee is occasionally exposed to dust, welding/burning fumes, and smoke. Must be able to spend up to 50% of time in an outdoor shipyard environment in all climates.  The noise level is usually low to moderate in office environments and moderate to noisy in production environments 70% of the time.  Production noise may include sirens, horns, chipping, and hammering.

Actively participates in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time, and reduce costs. 

 

 

WORKING RELATIONSHIPS

 

  • Reports to the Director of Planning for all aspects of department administration and operation.  Responsible for assisting other department managers in planning and implementation of policy.
  • Reports to the Director of Planning for all duties and assignments.  Interfaces with Production, Engineering, Material Procurement and Outfit Production Control as well as Support departments at all levels of management.

Reports to the Director of Planning for all aspects of department administration and operation.  Responsible for assisting other department managers in planning and implementation of policy.
