Supervises the Network infrastructure, including the Enterprise LAN posture in support of NASSCO’s business requirements.  Responsible for selection and training of subordinate personnel including training of end users.  Provides hardware, data, video and image telecommunication planning, engineering, maintenance and support to insure maximum systems compatibility and long term capacity planning in accordance with secure computing environments.  Reports to the Manager, Network Systems - Infrastructure. Must maintain professional relationship with vendors.  Works with Purchasing and Facilities on IT requirements.  Works with departmental users to define network requirements in support of their business needs. Provides support and maintains relationship with all IT staff members.




  • Analyze network requirements and recommend the use of the most effective equipment, techniques and software for existing and planned applications.
  • Plan, design and evaluate new network architectures, alternatives and technologies.
  • Provide technical advice regarding network techniques and strategies.
  • Develop and submit projects for approval to procure network services.
  • Provides data network planning, engineering and integration.
  • Plans and directs the installation of data and network communications equipment.
  • Contributes to the further education and ISO standards development within IT.
  • Recommends procurements required for infrastructure maintenance or modification.
  • Works closely with the Security IT staff to ensure network security.
  • Troubleshoot and resolve complicated communication network systems problems.
  • Troubleshoots problems by searching for high error rates and collisions on the system; reconfigures to eliminate downtime and improve response time on the systems.
  • Provides guidance to staff in troubleshooting network communications, software and hardware problems, and assisting software vendors with problem resolutions.
  • Generates and analyzes reports on network activity.
  • Provide technical network support and assist in proper usage of computer networks.
  • Analyzes complex problems and develops compatible solutions with minimum supervision.
  • Determines resource requirements for existing and proposed complex network projects; assesses and presents benefits from implementation.
  • Independently prepares and manages project plans for large projects.
  • Assumes responsibility for decisions regarding tasks, expectations, and workloads of network staff.
  • Responsible for training and development of Network Engineers.
  • Prepares status reports to reflect progress against plan.
  • Assists staff with problem resolution requiring advanced skills.
  • Evaluates existing hardware and software and new innovations in network communications. Prepares cost estimates for system design and processing information. Recommends additions and/or changes to the existing system.
  • Provides strategic/capacity planning and maintenance of voice, data, video and image telecommunications systems.  Oversees maintenance and repairs on network equipment.
  • Provides input to budgetary plans and ensure upkeep of network equipment.
  • Promotes the use of continuous improvement tools within IT.
  • Offers guidance and contributes to professional morale with IT.
  • Supervises and coordinates the activities of subordinate employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation.
  • Provides training to end-users, as required.
  • Provides for the repair and maintenance for the enterprise network infrastructure.
  • Review and analyze equipment proposals.
  • Additional responsibilities and duties as assigned.




  • A Bachelor’s degree in Information Technology preferred or equivalent experience/education.
  • 9-13 years IT experience.  MSCE or CCNA certification or equivalent experience.
  • Understanding of Security policies, technical security safeguards and operational security measures.
  • Extensive knowledge of security requirements for Windows and Linux operating systems; Cisco switches and routers.
  • Thorough knowledge of network communications including wiring, connections and pathways as related to network communications systems.
  • Ability to identify and resolve advanced network concerns. 
  • Prior management experience desirable.
  • Knowledge of IT standards and application thereof.
  • Comprehensive knowledge of desktop hardware, software and peripherals.
  • In-depth knowledge of network infrastructure.
  • In-depth knowledge of network server software and utilities.
  • In-depth knowledge of communications software and hardware including multiplexors, firewalls, switches, routers, communication circuits, fiber optics, and LAN protocols.
  • Implementation experience with multi-vendor network systems.
  • Ability to independently design modifications for the network infrastructure.
  • Ability to work effectively with various groups in developing solutions to problems.
  • Ability to effectively prioritize and organize work.
  • Demonstrates leadership abilities and is able to perform as a project leader.
  • Demonstrates in-depth knowledge of extranets, VPN’s, and frame circuit connections.
  • Skill in monitoring and repairing cabling, routers, bridges, terminal servers, terminals and connectors.
  • Ability to monitor network system activity; ability to reconfigure the system and make repairs as necessary.
  • Ability to interface complex systems accurately and independently.
  • Ability to effectively supervise and coordinate the activities of subordinate employees in the use of network hardware and software.
  • Able to direct the efforts of 6-10 staff.
  • Ability to interact and provide information to IT management and department heads.
  • Ability to perform as a meeting leader and elicit high-quality information from attendees.
  • Able to verbally communicate technical material effectively to individuals and large groups.
  • Ability to write complex material containing factual and extensive qualitative or abstract information including concise rationales for conclusions or recommendations.
  • Actively participates in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time, and reduce cost.





Work is generally performed in office conditions with good lighting.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. The employee is regularly required to sit, use hands to fingers, handle or feel objects, or controls, and to talk and hear.  Must be physically able to walk to all yard locations.  May occasionally be exposed to working outdoors with moderate noise level.





  • Responsible for the daily performance and availability of NASSCO’s network.
  • Responsible for the installation, maintenance and availability of the enterprise LAN hardware and software.
  • Ensures backup systems are in place and operational to minimize downtime.
  • Ensures network performance, availability and standardization.
  • Ensures immediate resolution of network outages.
  • Ensures Change Management procedures are defined and followed.
  • Ensures network documentation and inventory reporting are maintained.
