PURPOSE AND FUNCTIONS

This is an on-site position that provides broad human resources support to include employee/union labor relations, onboarding, and leave administration while ensuring compliance with company policies, collective bargaining agreements, and applicable federal, state, and local employment laws. The HR Labor Relations Specialist partners with the HR Manager to support organizational objectives, maintain positive employee relations, and deliver responsive HR services that support operational success.

The HR Labor Relations Specialist coordinates HR-related processes but does not serve as the sole administrator or owner of corporate benefits, leave, payroll, or centralized HR programs.

    • Interpreting and applying employment laws, HR policies, and collective bargaining agreements

EDUCATION, EXPERIENCE & CERTIFICATIONS

  • Education
    • Bachelor’s degree in Human Resources, Business Administration, or related field preferred
    • Associate degree with equivalent combination of education and experience may be considered
  • Experience
    • Minimum of five (5) years of progressively responsible Human Resources experience supporting employee relations, compliance, HR operations, and/or labor relations
    • Experience in supporting a manufacturing, industrial, shipyard, or unionized workforce preferred
  • Certifications/Licenses
    • PHR, SHRM-CP, or equivalent HR certification preferred but not required
  • Preferred qualifications
    • Experience with HRIS platforms such as SuccessFactors or PeopleSoft preferred

RESPONSIBILITIES

  • Core Responsibilities
    • Provide guidance regarding HR policies, procedures, benefits, and leave administration
    • Assist with conflict resolution, investigations, corrective action, and performance management
    • Assist with interpretation of collective bargaining agreements and grievance administration
    • Coordinate with NASSCO HR Shared Services regarding HRIS transactions, benefits, payroll, compliance, and other centralized HR functions
    • Maintain employee records and HR documentation in accordance with company and legal requirements
  • Key Duties
    • Advise employees and supervisors regarding HR policies and employment-related questions
    • Support employee investigations, disciplinary actions, and performance management processes
    • Coordinate leave administration, benefits, communication, and employee support activities
    • Coordinates employee recognition initiatives
    • Prepare reports and maintain documentation
    • Support HR compliance and operational needs
    • Respond to employee and management inquiries in a timely and professional manner
  • Measurable Outcomes 
    • Employee inquiries are resolved accurately and within established service expectations
    • Employee relations matters are handled professionally and in accordance with company policy
    • HR transactions and documentation are completed accurately and within required timeframes
    • Confidential employee information is maintained in accordance with company standards

PHYSICAL REQUIREMENTS

  • Regularly required to sit, use hands and fingers, speak, hear, and operate office equipment
  • Ability to occasionally lift, carry, or move office materials and supplies
  • Ability to walk throughout the office, production, and shipyard environments, as needed
  • May occasionally board vessels, enter production areas, and wear required PPE including hard hat, safety glasses, and steel-toed footwear
  • Ability to work in industrial environments with varying temperatures, noise levels, and conditions as required 

WORKING RELATIONSHIPS

  • Reports to HR Manager in collaboration with the regional HR Director
  • Works closely with employees, supervisors, hiring managers and HR partners

 

ADDITIONAL REQUIREMENTS

  • Regular, reliable attendance is required
  • Must comply with all company safety, security, and regulatory requirements
  • Must be able to obtain and maintain required site access credentials, including DBIDS or CAC access if applicable
  • Must become familiar with and comply with the Employee Handbook, Standards of Business Ethics and Conduct, and collective bargaining agreements

Additional duties may be assigned in support of business operations

Regular, reliable attendance on-site is an essential function of the job.  Must have dependable transportation.  Weekend work and/or extended hours may be required.  Must be able to access all work locations, including government and private shipyards and/or vessels.

Pay Range: $33.81-$44.38 per hour 

 The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity.  At NASSCO Bremerton we anticipate making salary offers between the minimum and midpoint of salary range. Offers will be based on experience, abilities, and knowledge similar to the NASSCO Job being applied for NASSCO employees performing similar work.
