The Shipyard Competent Person (SYCP) is a key member of the business' health and safety team. These professionals ensure that all industrial activities occurring in confined and enclosed spaces are safe by performing atmospheric testing and physical hazard assessments. This position requires overtime as well as work on weekends and holidays.
Required Education, Experience, & Skills Minimum required education: High diploma/GED, with 1 year of experience on the ship yard. Required certifications: Current OSHA Maritime 10 Hour training, highly preferred: 24 Hour and annual 8 hour update for Shipyard Competent Person training.
ESSENTIAL FUNCTIONS AND DUTIES
- Ensure tank/compartment has an updated safe for hot work and/ or entry ticket and that requirements of the ticket have been met (ex., ventilation, lighting, safety equipment, etc.)
- Ensure conditions of the tank/compartment have not changed since the ticket was written (ex., fuel run back, unsafe working conditions, etc.)
- Ensure that WAF ticket is on the job site and that it is for the specific job being accomplished. Must ensure that no work will be accomplished without a WAF posted at location of repairs.
- Ensure that any other safety issues are complied with that relate to the specific job being accomplished (ex., special staging, face shields for grinding, protective clothing for hot work related jobs, breathing apparatus with correct cartridges, etc.)
- Ensure that job site is left in a safe and clean condition prior to departure
- Ability to complete assignment with little to no direction of supervision.
- Inspects spaces and tanks in industrial or other settings to ensure compliance with occupational safety and health regulations.
- Inspect and test atmosphere of enclosed and confined spaces using gas detection meters as required by OSHA where a Marine Chemist is not required.
- Ensure that conditions annotated on the Marine Chemist Certificate are maintained as required.
- Maintain the daily tank matrix for each vessel under repair.
- Post and update the Competent Persons Record of Tests and Inspections with the conditions for entry and/or hot work.
- Review hot work requests, inspect hot work areas and approve/deny hot work as requested.
- Perform daily bump/calibration checks of test equipment.
- Perform safety compliance inspections and document findings.
SKILLS AND QUALIFICATIONS

- Must have the ability to plan, organize and prioritize well and handle problems and concerns without assistance.
- Proficient with the requirements of the Competent Person/Tank Testing process and the equipment used.
- Proficient with the requirements of the applicable OSHA and NAVSEA Standard Items.
- Must maintain qualified competent person status.
- Must be able to form CP Checks on confined/enclosed spaces; conduct atmospheric testing and space inspections to determine if the area is safe for workers and/or hot work.
- Must be able to complete and monitor CP Logs; maintain records of inspection and testing.
- Must understand all hot work rules and regulations and cold work requirements.
- Must be able to read and comprehend the Marine Chemist Certification.
- Must have previous Competent Person Certifications.
- Knowledge of safety regulations and hazards; with ability to execute them.
- Knowledge of ship navigation and nomenclature.
- Ability to perform work with limited or no supervision.
- Must be able to climb ladder wells, enter tanks/voids and other confined spaces.
- Must be tank/void watch qualified.
- Must be able to traverse multiple classes of U.S. Navy warships to include ladder wells, tight compartments, tanks, voids, bilges and heights exceeding 40’.
- Minimum required education: High diploma/GED, with two (2) years of experience in a shipyard environment. Required certifications: Current OSHA Maritime 10 Hour training, 24 Hour and annual 8-hour update for Shipyard Competent Person training. Additional training will be provided upon hiring. Shipboard experience is required
- Must have availability to work all shifts as well as weekends and extended shifts as required based on business need
- Must be able to effectively communicate with project managers and production personnel.
ACCOUNTABILITY
Accountable to EHS Specialist or EHS Supervisor
Pay Range: $24.97 - $32.77
The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity. At NASSCO Bremerton we anticipate making salary offers between the minimum and midpoint of salary range. Offers will be based on experience, abilities, and knowledge similar to the NASSCO Job being applied for NASSCO employees performing similar work.
