ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

This position has responsibility for Supervision of the Warehouse Operations.

  

POSITION DEMANDS (Education/Training)

Typically has a BA/BS in a related field of study plus two (2) years directly related experience, or AA/AS plus four (4) years directly related experience, or eight (8) years’ directly related experience.

  

POSITION DEMANDS (Required Experience)

Knowledge of:

  • Overall shipyard operations.
  • Ship repair methods and procedures.
  • OSHA regulations regarding industrial lift equipment safety and training.
  • Vehicle codes, particularly for passengers, buses and semi-tractor/trailer operations.
  • Department of Motor Vehicles rules and regulations.
  • Industrial lift equipment and their capabilities, capacities and safe operation.
  • Hazardous material handling requirements inside and outside of NASSCO.
  • Inventory cycle counting, root cause analysis, and reconciliation.
  • Intermediate managerial accounting practices.
  • Navy Material Scraping Procedures and disposal of recyclable material.
  • Regular, reliable attendance on-site is an essential function of the job.

  • Warehouse receiving and security.
  • Transportation management.
  • Providing quality service to a wide range of customer requirements.
  • Managing supervisors and skilled and semi-skilled individuals.

WORKING RELATIONSHIPS

Reports directly to the Director of Business Operations. This position manages the warehouse team, including transportation support, and the Logistics Lead.  Interacts internally with other Managers and Directors and externally with vendors and customers.

 

 

   PRINCIPAL RESPONSIBILITIES

  • Manage the receipt, inspection, storage, maintenance, handling/movement, utilization, disposition, issue, and records of materials and equipment acquired by the company.
  • In partnership with the Supply Chain Manager, achieve customer satisfaction by providing > 99% of material on time to support production requirements.
  • Level load warehouse and transportation groups’ workload and oversee activities to insure compliance with all contract requirements and company policies.
  • Maintain and insure compliance with all material control and transportation procedures.
  • Oversee the inventory and control of all government owned property and company-generated freight transportation requirements
  • Manage resolution of internal and external departmental issues, including logistics, personnel, and invoicing, delivery and prioritization conflicts.
  • Establish and maintain effective working relationships with external suppliers to ensure responsive support of NASSCO requirements and goals.
  • Act as the company’s primary point of contact for all Government property control personnel including close out of contracts. 
  • Insure the security of materials and equipment located in warehouses.
  • In partnership with the Supply Chain Manager, develop, execute, and control departmental budgets to insure goals are achieved.
  • In partnership with the Supply Chain Manager, develop training program for department personnel in order to effectively carry out departmental responsibilities in support of Government purchasing regulations and NASSCO’s mission and operating philosophy.
  • Monitor performance trends, analyze warehouse and transportation process improvement benefits, and implement process improvement initiatives.
  • Maintain internal and external communication dedicated to improvement of the warehouse and transportation functions. External communication includes professional business relationships directed toward reduction of material and transportation costs.
  • Other responsibilities and duties as assigned.

 

GOVERNEMENT FURNISHED PROPERTY/MATERIAL – Must meet requirements above in addition to the below requirements, which

 apply to GFP/GFM

  • Understand and follow government’s requirements for property control.
  • Able to issue all GFP/GFM material using computer system.
  • Able to deliver material to various locations using appropriate government forms.
  • Able to setup GFP/GFM job folders for all GFP/GFM.
  • Able to research Spares inventory using computer system.

 

ACCOUNTABILITY

Accountable to the Director of Business Operations for:

  • Delivering materials on time, to the correct location, and free from damage.
  • Coordinating materials from the entry point in the yard to final delivery to the customer.
  • Direct and indirect labor performance budget.
  • Short and long-term equipment capital budget forecasting.

UNIQUE/ADDITIONAL REQUIREMENTS

        Must have reliable record of attendance and punctuality and be available for overtime as required.  Must have good eye/hand coordination.

Regularly required to sit; use hands and fingers, handle or feel objects or controls; and to talk and hear.  Must have physical ability to walk to all   warehouse/storeroom locations.  Exposure to constantly moving machines and mechanical parts.   High levels of constant noise and dust may be present depending on the location of the individual warehouse or storage site.  Must be able to gain access to all work locations including government and private shipyards and/or vessels.

 

 

Pay Range:    $87,271.48 - $112,939.56 Annually

The pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity.
