  1. ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

 

Direct, schedule and accomplish the preparation of all bid estimates, change orders and ongoing price proposals.  Ensure that all bid estimates represent a competitive and reasonable cost to accomplish the work specified and include all labor, materials, services and subcontractor costs required. Reliable, sustained attendance on-site is an essential function of this position.

 

 

  1. POSITION DEMANDS (Education/Training)          

 

Typically has a BA/BS in a related field of study plus two (2) years directly related experience, or AA/AS plus four (4) years directly related experience, or eight (8) years’ directly related experience.

 

POSITION DEMANDS (REQUIRED EXPERIENCE)

 

In depth knowledge of:

  • In-depth familiarity with Government and commercial specifications and drawings, with shipyard labor standards and with the subcontract and material marketplace.
  • Strong interpersonal skills are required, including verbal and written communication abilities skills as a manager and effective presentation skills.  Requires proficiency with personnel, computers and Microsoft Office products.
  • Requires the ability to think clearly under the pressure of time deadlines or negotiations.
  • Must have the ability to supervise professional, technical, and administrative personnel.
  • Technical conflict resolution between Estimating, Scheduling, Production, Contracts and support departments.
  • Development, application, and analysis of performance measures.
  • Performance trend, budget, and resource capacity analysis including recommendations, and implementation plans.
  • Management and training of staffs comprised of diverse support personnel.

  1. WORKING RELATIONSHIPS

 

Reports to the General Manager.  Manages team of estimators and administrative personnel.  Deals directly with personnel in departments throughout the shipyard to obtain inputs to labor estimates, available resources, procedures and capabilities.  Directly works with personnel in the Contacts Department and Purchasing / Subcontracts Groups  to obtain cost data in support of estimates.

 

  1. PRINCIPAL RESPONSIBILITIES

 

  • Assist the Business Operations Department with cost strategies to secure new work.
  • Recommend to Management and obtain approval for policy, procedures, and manning levels for maximum efficiency and effectiveness of the Estimating Department.  Prepares and maintains estimating standards for shipyard labor.
  • Select, organize and train the Estimating Department personnel.  Provide them with clear policy and procedural direction as applicable for each cost proposal.
  • Manage the bid estimating process so bid estimates represent an efficient production process, NASSCO work standards, competitive process for subcontractors and material and advantageous split between in-house work and subcontracting.
  • Perform cost analyses, make-or-buy studies, man-hour rationales and analyses of historical cost data,  direct labor budget reports and material budget reports in support of the estimating process.
  • Assist the Subcontracts Manager in the evaluation and selection of subcontractors.  Collate labor, material and subcontract data from subordinates and individuals in other departments and summarize to a final bid estimate.
  • Present the bid estimates to senior management for approval.  Prepare the bid and cost proposals for submittal.
  • Prepare bid data and provide an overview including strategy and exceptions taken by Subcontractors to all production shops upon award of a contract.
  • Manage the estimating process for the preparation of cost estimates for change orders.
  • Assure all price proposals are developed in accordance with the contract, NASSCO policies and all applicable laws.
  • In coordination with the Purchasing Manager, project long lead time material requirements for each availability using vendor quotes, known work requirements, history and knowledge of typically problematic and long-lead materials.
  • Ensure a coordinated material control effort between departments and the effective and timely requisitioning of all materials to meet the requirements of each ship repair availability.
  • Negotiate numerous contract changes.
  • Perform other responsibilities and duties as assigned.

 

  1. ACCOUNTABILITY

 

Accountable to the General Manager for all aspects of department administration and operation.  Responsible for assisting other department managers in estimating functions.

  1. UNIQUE/ADDITIONAL REQUIREMENTS

 

  • Must be willing to travel and have reliable transportation. 
  • Must be a U.S. citizen and qualify for a Common Access Card (CAC). 
  • Must have reliable record of attendance and punctuality and be available for overtime as required. 
  • Must be able to physically transit all areas of the facility. 
  • Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear. 
  • Must have good eye/hand coordination. 
  • The noise level in the work environment is usually moderate.
  • Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the drydock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment. 
  • These areas can be dirty, dusty, hot or cold, and noisy.

 

May require travel up to 30% to include international
