  1. ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

 

               The Lead Estimator will be responsible for providing and/or coordinating estimating services on

                projects of all sizes and contracts of all types.  Solicit and evaluate subcontractor price

               quotations.  Regular, reliable attendance on-site is an essential function of the job.

  

  1. POSITION DEMANDS (Education/Training)

                   

Typically has a BA/BS in a related field, or AA/AS plus two (2) years’ directly related experience, or six (6) years’ directly related experience.

  

POSITION DEMANDS (Required Experience)

 

  1. Knowledge of shipboard nomenclature.  Experience and knowledge of shipboard systems, equipment, spaces, configuration, as well as labor and material costs necessary to perform repairs, upgrades, alterations and maintenance to same.
  2. Manage multiple projects concurrently
  3. Administration of bidding documents
  4. Solicit subcontractors and vendors for quotations on each project
  5. Accurately evaluate/analyze subcontractor pricing
  6. Set up project estimate and determine general condition costs
  7. Use computer to store and retrieve information to aid in preparing labor, subcontractor and material cost estimates.  Able to access the system and work with various programs in order to assist with development of the estimate into a proper bid format.
  8. Work may require assignment to offsite locations.
  9. Availability to work extended and weekend hours as needed.

  1. WORKING RELATIONSHIPS

 

Reports to the General Manager and interfaces with other estimators, schedulers, production supervisors, subcontractors, vendors, and customers while developing and scoping estimates.  Estimators are required to plan and schedule their work to fit within the overall schedule set by the department manager.  This position has no direct reports.

  

  1. PRINCIPAL RESPONSIBILITIES

 

  1. Coordinate and review work of assigned department personnel to ensure accuracy and completeness.
  2. Provide technical support and/or prepare estimates as required.
  3. Participate in the preparation of studies, materials, and methods, recommendations, and relative cost estimates as required.
  4. Act as an Estimating Lead on various projects, thus coordinating the total estimating effort relevant to a particular project or proposals as assigned.
  5. Lead estimates at all phases/levels as required by project and delivery method with relative accuracy
  6. Review proposal specifications, drawings; attend pre-proposal meetings to determine scope of work and required contents of estimates.
  7. Participate in pre-proposal meetings, bid/estimate strategy and presentation meetings as required.
  8. Identification of all cost elements necessary for execution of work requirements including production trade man-hours, subcontracts, rentals and materials.
  9. Preparation of work breakdown structures to support proposal submittals and negotiations.
  10. Preparation of requisitions for subcontracts and rentals to support proposal pricing.
  11. Interface with Subcontracts Group to resolve technical and schedule issues with subcontractors.
  12. Resolution of technical and schedule issues with contracts, project and production management.
  13. Be aware of NASSCO’s “Standards and Business Conduct” and abide by the instructions and guidelines set forth in the standard.

Accountable to the Contracts Manager for the accuracy and timeliness of estimates.

  1. UNIQUE/ADDITIONAL REQUIREMENTS

 

Must be willing to travel and have reliable transportation.  Must qualify for a Common Access Card (CAC) or RapidGate badge.  Must have reliable record of attendance and punctuality and be available for overtime as required.  Must be able to physically transit all areas of the facility.  Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear.  Must have good eye/hand coordination.  The noise level in the work environment is usually moderate. Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the drydock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment.  These areas can be dirty, dusty, hot or cold, and noisy.

 

May require travel up to 30% to include international.
