  1. ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

 

Manage the implementation of all NASSCO Ship Repair Quality Assurance functions. Provide assurance to both management and customer personnel that all contractually quality requirements are being met. Within defined objectives, but with considerable latitude, performs in a professional position requiring in-depth knowledge in NAVSEA Standard Items and ISO 9001 International Quality Standards. Helps to resolve daily questions and issues that are identified by government QA supervisors and customer QA management. Assure effective implementation of the Quality Management System as required to meet the company’s quality objectives.  Regular, reliable attendance on-site is an essential function of the job.

POSITION DEMANDS (Education/Training)

BA/BS in Engineering, Computer Science, Science, or related academic field plus 2 years directly related experience or AA/AS plus 4 years directly related experience or 8 years directly related experience.

 

POSITION DEMANDS (Required Experience)

  • Minimum of 2 years experience as a Quality Control Assistant Manager or 4 years as a Quality Control Supervisor or equivalent.
  • Minimum of 2 years of experience as a Quality or Department Manager who was directly involved in supporting the companies QMS is preferred.
  • Possess an excellent knowledge of ship repair procedures and test requirements.
  • Skilled in blueprint reading, precision instrument utilization, technical manual interpretation, supervision, and written and verbal communication.
  • Serve as the department’s/company’s representative when conducting audits, attending association meetings, witnessing test/inspections, etc.
  • Excellent verbal and written communication skills.
  • Capable of independent, complex analysis, concept formation, and new method identification.
  • High level of knowledge of repair operations.
  • Understanding of quality related contract documentation.
  • Complete knowledge of the ISO 9000 standards. Training in Internal Auditing of quality systems. Successful completion of RAB approved Lead Auditor course is desirable.
  • Proven management and personnel leadership abilities.
  • Fiscal and personnel budgeting abilities.
  • Ability to exercise tact, diplomacy, decisiveness, resourcefulness, and good judgment in dealing with others.

  1. WORKING RELATIONSHIPS

Reports to the General Manager. QA Supervisor(s), QA Inspector(s), QA Inspectors, and QA Engineer.  Serves as a prime point of contact for client. Maintains internal contact with purchasing, planning, and production supervision. Schedules own activities as required to maintain responsibilities. Maintains external contact with other contractor repair, subcontractor, and government supervision and other quality assurance personnel.

 

  1. PRINCIPAL RESPONSIBILITIES
  • Formulate and manage the development and implementation of goals, objectives, policies, procedures and systems pertaining to the quality assurance and regulatory functions.
  • Develop, implement, communicate and maintain a quality plan to bring the Company's Quality Systems and Policies into compliance with quality system requirements.
  • Manage documentation related to Quality System guidelines.
  • Quality Assurance project lead for cross-functional projects including determining QA timelines, plans and position strategies.
  • Responsible for planning, organizing, staffing, and the supervising the efforts of QA department personnel and associated administrative staff.
  • Recommends Human Resources actions to include hiring, firing, transfers, promotions, and compensation increases.
  • Manages and reviews the Test and Inspection Plans Process against work specifications, technical references, etc. to ensure that all specification requirements are met.
  • Conduct internal and external ISO9001/QMS and NAVASEA Standard Item Audits.
  • Manage departmental production and overhead budgets to meet company goals.
  • Manages the maintenance and updating of the T & I plan.
  • Generate a weekly report indicating results of each checkpoint.
  • Conduct work site inspections of QA inspectors conducting test and inspections of work specifications.
  • Prepare and review performance evaluations for repair QA inspectors.
  • Act as a liaison between NASSCO and customers related to Ship Repair quality issues.
  • Prepare for and accompany customer audit representatives during o-site audits/inspections.
  • Maintain accurate and realistic  manpower for each contract
  • Review the monitoring/surveillance weekly reports to determine if a CPI/PII is needed to address any areas of concern, or to identify re-occurring discrepancies.
  • Report on timely basis to executive management on the performance of the quality system, any non-compliance issues and recommended actions.
  • Other duties as assigned.

  1. UNIQUE/ADDITIONAL REQUIREMENTS

Meet the requirements to obtain a secret clearance, a RAPIDGate Badge and requirements for access to U.S. Navy bases and Shipyard Controlled Industrial Areas.             

May require travel up to 30%.
