We currently have an exciting opportunity in our Programs department. This position specifically is located in Norfolk, Virginia. We are looking for an Area Manager 2 with CVN experience. The hours are 0600-1445.
- ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)
The Area Manager II is a highly skilled member of the Programs Team and is responsible for the management of a CMAV type availability from the time the Project is being developed during the Planning Phase up until the final milestone is met, the availability is complete, and the ship is successfully delivered back to the customer. The Area Manager II will perform in a professional position requiring in-depth knowledge of both Combatant and Non Combatant vessels. Within defined objectives, the Area Manager II is responsible for managing all work items associated with a CMAV type availability, providing status on work item schedule and cost impacts. They are responsible for coordinating multiple subcontractors and organic trade activities to ensure schedule objectives are accomplished. Area Manager II’s perform as a representative of our Company, act as the point of contact for assigned work items to our customers and represents the company at all related government meetings for the assigned availability.
- POSITION DEMANDS (Education/Training)
Typically has a BA/BS in Engineering, Computer Science, Science or a related academic field or AA/AS plus 2 years directly related experience or 6 years directly related experience.
POSITION DEMANDS (Required/Preferred Experience and Skills)
- Minimum of two (2) years as a high performing NASSCO Area Manager I (qualified by at least 2 evaluation cycles with minimum of 4/5 score) or four (4) years of external experience in an equivalent role.
- Preferred minimum of six (6) years of ship repair experience in a directly related role within a Public or Private shipyard (Prior military experience with the US Navy in an engineering or directly related role may qualify).
- In-depth knowledge of the tools and systems used at NASSCO-Norfolk for managing availabilities as well as experience of managing multiple CMAVs
- Must have a minimum of six (6) years’ experience managing technical personnel within complex activities or shipboard availabilities.
- Must have experience in using Microsoft Office Suite, Microsoft Project, Excel, Word and Power Point within a computer server environment.
- Experience of working within a “Cost Type” or “Fixed Type” Contract
- Excellent verbal and written communication skills
- Ability to create/manage complex work plans and direct multiple subcontractors and personnel as needed.
- Must have a valid driver’s license, with reliable, insurable transportation and willing to carry a “business” rider if necessary while using this vehicle when accomplishing company business activities.
- Able to gain access to Government facilities, and able to obtain a Security clearance once employed by NASSCO-Norfolk.
- Able to work nights and weekends during peak workloads or as requested by Senior Management. Must be willing to travel and manage ship repair availabilities in remote, out-of-state locations for extended periods of time.
- The Area Manager II position is limited to the most proficient staff. Failure to maintain superior performance may result in reclassification to Area Manager I.

Other Requirements: The worker is required to have visual acuity to perform an activity such as: operating machines where the seeing job is at or within arm’s reach or performing mechanical or skilled trade tasks of a non-repetitive nature such as ones by electricians, technicians, service people, painters, mechanics, etc. Must be able to wear personal protective equipment- including a respirator.
- WORKING RELATIONSHIPS
- Reports to Program Manager or their designee.
- Maintain relevant/professional outsourcing relationships with our Teaming Partners/Sub Contractors in tracking milestones and work percent complete for all contracted work.
- Notify Accounting Department when work completion takes place so invoices can be sent to customers and payments to Teaming Partners/Sub Contractors can be approved in a timely manner.
- Strong interpersonal skills with the ability to interact with and manage others.
- Has supervisory responsibility for all employees assigned to the project team.
- PRINCIPAL RESPONSIBILITIES
- Ensures all project information being provided by our customers is forwarded to all departments within our company, and that all project data and information is regularly entered into the appropriate management data systems for internal reviews.
- Implements Project Management processes and tools by contributing to the process and providing guidelines to support the project.
- Assists the Planning Department in developing project proposals, job estimates and schedules.
- Able to assemble, plan, lead and facilitate regular cross-functional Project Team meetings with company personnel, our Sub Contractors, as well as representatives from our customers and the US Navy.
- Ability to develop detailed plans to manage complex work items.
- Able to develop detailed task list, work effort assessment, including short and long-term impacts to their CMAV availability.
- Able to identify changes in work scope to ensure appropriate planning measures are being taken within the Planning, Estimating, Production and Contracts Departments, including the customers inputs for reassessing, renegotiating, and amending the scope of work, schedules and budgets.
- Must be able to identify, assess and analyze risk and/or issues that may compromise the successful completion of the availability and develop plans/actions that will remove this risk. Able to provide leadership when schedule / production conflicts occur a well thought out and detailed resolution.
- Capable of leading assigned subcontractors and organic trade personnel.
- Performs additional duties and responsibilities as assigned.
- ACCOUNTABILITY
- Responsible to provide independent, complex analysis, concept formulation and new method identification.
- Maintain overall responsibility of the availability budgets and schedules to ensure all assigned work items are “On-time and On Schedule”.
- UNIQUE/ADDITIONAL REQUIREMENTS
Regular, reliable attendance on-site is an essential function of the job. Must be willing to travel and have reliable transportation. Must be a U.S. citizen and qualify for a Common Access Card (CAC) or DBIDS badge. Must have reliable record of attendance and punctuality and be available for overtime as required. Must be able to physically transit all areas of the facility. Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear. Must have good eye/hand coordination. The noise level in the work environment is usually moderate. Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the drydock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment. These areas can be dirty, dusty, hot or cold, and noisy.
