We currently have an exciting opportunity in our Enviornmental Health & Safety department. This position specifically is located in Norfolk, Virginia. We are looking for a Competent Person.  Flex schedule based on need.

  1. ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

 

The Competent Person/Tank Tester J1 is responsible for accomplishing work in accordance with work specifications safety, with the highest quality, in a professional manner.  Regular, reliable attendance on-site is an essential function of the job.

 

  1. POSITION DEMANDS (Education/Training/Required Experience)

 

    1. Must be certified as a competent person. Certification is based on completion of the 24 hour Shipyard Competent Person certification training and 8 hour annual refresher training.
    2. Must be able to identify, fill out and post appropriate CP log.
    3. Must be a qualified Firewatch and conduct Firewatch duties if assigned.
    4. Must be able to read and understand a marine chemist certification.
    5. Must be able to perform CP/confined space/enclosed space checks and complete CP log with close supervision.
    6. Must assist with tank opening and closing, as well as tank closing checkpoints/G points with close supervision.
    7. Must understand the requirements of cleanliness levels.
    8. Must have good housekeeping skills.
    9. Must be able to identify safety hazards.
    10. Must have knowledge of hot work requirements, rules and regulations.
    11. Must be familiar with applicable NAVSEA Standard Items and OSHA standards.
    12. Must know how to use and take care of hand tools.
    13. Must know what P.P.E. to use and when.
    14. Must be able to navigate a ship and understand compartment designation.
    15. Must understand ship nomenclature.

  1. VISUAL REQUIREMENTS

 

Required to have visual acuity to perform an activity such as: operating machines where the job is at or within arm’s reach or performing mechanical or skilled trades’ tasks of a non-repetitive nature such as ones by electricians, technicians, service people, painters, mechanics, etc.

 

Must be able to climb on and around ships and walk to other yard areas and requires extended periods of standing and walking (75%). Inspections and work may require climbing ladders, working at heights, walking on scaffolding and observing co-workers using tools and equipment. Lifting/carrying tools and parts weighing up to 50 lbs. on frequent basis.  Standing, bending, sitting, reaching, pushing, pulling, crouching, kneeling, handling, finger dexterity, feeling, eye/hand/foot coordination, seeing, hearing required. Selecting appropriate tools for jobs, as per trade classification. Works in tight, confined work spaces on board ship and is exposed to varied temperatures, wind, wet and humid conditions, fumes, odors and dust, vibrations from ship and hand tools.

 

 

  1. WORKING RELATIONSHIPS

 

Reports to onsite Shipfitter Foreman/General Foreman and/or Superintendent of Outfitting

 

  1. PRINCIPAL RESPONSIBILITIES
  1. Ensure tank/compartment has an updated safe for hot work ticket and that requirements of the ticket have been met (ex., ventilation, lighting, safety equipment, etc.)
  2. Ensure conditions of the tank/compartment have not changed since the ticket was written (ex., fuel run back, unsafe working conditions, etc.)
  3. Ensure that WAF ticket is on the job site and that it is for the specific job being accomplished.  Must ensure that no work will be accomplished without a WAF posted at location of repairs.
  4. Ensure that any other safety issues are complied with that relate to the specific job being accomplished (ex., special staging, face shields for grinding, protective clothing for hot work related jobs, breathing apparatus with correct cartridges, etc.)
  5. Ensure that you are trained for qualified for the work you are assigned to do (ex., JLG, forklift, welding, brazing, special electrical/mechanical repairs, etc.)
  6. Ensure that you and personnel working under your direction are working safely and as productively as possible, maintaining quality control at all times
  7. Ensure that job site is left in a safe and clean condition prior to departure
  8. Ability to complete assignment with close direction of supervision.

                      Accountable to Shipfitting Foreman/General Foreman and Superintendent Outfitting.

  1. UNIQUE/ADDITIONAL REQUIREMENTS

 

Must be able to access all Navy installations and other shipyards.  Must have reliable transportation.  Must be able to work aboard vessels, climb ladders, and work in tanks and confined spaces.  Must be able to wear personal protective equipment including respirator.  Must be able to work evening and weekend hours.  May require up to 30% travel.
