We have an exciting opportunity in our Estimating department. This position specifically is located in Norfolk, Virginia. Currently we are looking for an Estimating Supervisor. This position is held accountable to the Business Development and Estimating Director and the departmental Proposal Managers for the accuracy and completeness of all labor and material estimates, and adherence to bid schedules.

Responsible for supervision of estimators for development of cost estimates for ongoing price proposals, change orders and competitive bids.



  • BA/BS in a related field, or AA/AS with four (4) years’ of direct experience, or eight (8) years’ of direct experience.
  • Experience in the repair and overhaul of typical shipboard work. Knowledge of shipboard nomenclature. 
  • Experience and knowledge of shipboard systems, equipment, spaces configuration, as well as labor and material costs necessary to perform repairs, upgrades, alterations, and maintenance to same.
  • In-depth familiarity with Navy and Military Sealift Command fleet maintenance regulations and procedures, including the Joint Fleet Forces Maintenance Manual (JFMM) Volume VII, Chapter 4, Appendix E and the interpretation of 4E Work Specifications.
  • Must have the ability to supervise professional, technical, and administrative personnel.
  • Management and training of staffs that consist of diverse support personnel.
  • Strong interpersonal skills are required, including verbal and written communication abilities.
  • Management skills and effective presentation abilities. 
  • Requires proficiency with personnel, computers and Microsoft Office products.
  • Requires the ability to think clearly under the pressure of time deadlines and negotiations.



Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.  The employee is regularly required to sit, use hands to fingers, handle or feel objects, or controls, and to talk/hear.  Must be physically able to walk to all yard locations.  Must be able to lift weights up to 50 pounds.  The noise level in the work environment is usually moderate.


Reports to the Director of Business Development and Estimating. Supervises estimators within the department. Works closely with subcontractors, repair supervision, and other repair administrative departments.



  • Direct supervision of all estimates, enforcement of all estimating standards, policies and work instructions.
  • Track on-going work, to ensure estimates are accurate, completed in a timely manner and submitted on time.
  • Ensure estimating manpower resources are used efficiently and current assignments are covered.
  • Monitor estimates and actual expenditures to identify weak points or problem areas. Ensure estimates are realistic and profitable. Apply lessons learned for future reference.
  • Review subcontractor evaluation and selection.
  • Communicate to estimators; resource constraints, production processes and any other information necessary to develop estimates for the execution of the work plan.
  • Establish and maintain training programs that develop and enhance capabilities of the estimators.
  • Conduct supervisory bid reviews of all estimated work packages before releasing them to Contracts or the in-department pricing team.
  • Support the Contracts Department in strategy development and negotiations of cost reimbursement contracts.
  • Other responsibilities and duties as assigned.



  • Must be willing to travel and have reliable transportation. 

  • Must be a U.S. citizen and qualify for a Common Access Card (CAC). 

  • Must have reliable record of attendance and punctuality and be available for overtime as required. 

  • Must be able to physically transit all areas of the facility. 

  • Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear. 

  • Must have good eye/hand coordination. 

  • Ability to tolerate moderate noise levels.

  • Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the drydock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment. 

  • Comfortbility in areas that can be dirty, dusty, hot or cold.
