We have an exciting opportunity in our Estimating department. This position specifically is located in Norfolk, Virginia. We are currently looking for an Estimator. This position is accountable to the Estimating Supervisor and the Director of Business Development and Estimating for the accuracy and timeliness of estimates.

Security Clearance: No Clearance




Develop detailed, accurate labor, material, and equipment estimates for shipboard/shop work. Additionally develop estimates for repairs to be accomplished on Government and Commercial vessels, using drawings and specifications for on-site ship checks for interference and access problems. Solicit and evaluate price quotations from subcontractors and rental equipment providers. Prepare estimates in strict compliance with Estimating Department standards and policies; providing feedback to such standards and policies when experience suggests a need for deviation or change.



  • BA/BS in a related field, or AA/AS with two (2) years’ of direct experience, or six (6) years’ of direct experience.
  • In-depth familiarity with Navy and Military Sealift Command fleet maintenance procedures and terminology, including the Joint Fleet Forces Maintenance Manual (JFMM) Volume VII, Chapter 4, Appendix E and the interpretation of 4E Work Specifications.
  • Make decisions concerning interpretation of work item specifications. Write inquiries to customers, as required, for clarification of requirements.
  • Track on-going work and repairs for feedback of material and man-hour estimating effort using all cost reports and purchase order data available. Additionally, on-site observations and direct interface with key production personnel. 
  • Use computer to store and retrieve information/ data to aid in preparing labor, subcontractor and material cost estimates.  Able to access the system and work with various programs in order to assist with development of estimates into a proper bid format.



Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.  The employee is regularly required to sit, use hands to fingers, handle or feel objects, or controls, and to talk/hear.  Must be physically able to walk to all yard locations.  Must be able to lift weights up to 50 pounds.  The noise level in the work environment is usually moderate.



Reports to the Estimating Supervisor and interfaces with other estimators, schedulers, production supervisors, subcontractors, vendors, proposal managers, and customers while developing and scoping estimates. Estimators are required to plan and schedule their work to fit within the overall schedule set by the Department Manager.  This position has no direct reports.



  • Use expertise, experience, and all data available to develop a comprehensive estimate of costs that will provide the company with all necessary costs and information.
  • Participate in job site inspections and ship checks to verify technical information.
  • Prepare and submit subcontracts and rental requisitions in support of pricing proposals.
  • Identification of all cost elements necessary for execution of work requirements including production trade man-hours, subcontracts, equipment, rentals and materials.
  • Preparation of work breakdown structures to support proposal submittals and negotiations.
  • Preparation of requisitions for subcontracts and rentals to support proposal pricing.
  • Interface with Subcontracts Group to resolve technical and schedule issues with subcontractors.
  • Establish execution approach for work requirements with project and production management.
  • Resolution of technical and schedule issues with contracts, project and production management.
  • Knowledgable of NASSCO’s “Standards and Business Conduct” and abide by the instructions and guidelines set forth in the standard.



  • Regular, reliable attendance on-site is an essential function of the job.
  • Must be willing to travel and have reliable transportation. Work may require assignment to offsite locations. 
  • Must qualify for a Common Access Card (CAC) or DBIDS badge. 
  • Availability for overtime as required. 
  • Must be able to physically transit all areas of the facility. 
  • Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear. 
  • Must have good eye/hand coordination. 
  • Ability to tolerate moderate noise levels.
  • Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the drydock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment. 
  • Comfortbility in areas that can be dirty, dusty, hot or cold.
