General Dynamics NASSCO-Norfolk is the consolidation of two great shipyards that have operated in the Port of Hampton Roads, Virginia for more than 50 years - the former Metro Machine Corporation and the former Earl Industries.  Along with our facilities in Bremerton, Washington, our expertise encompasses experience on more than 450 ships, a Master Ship Repair Agreement (MSRA) contract, and the maintenance and repair of aircraft carriers and ships from the Navy's amphibious fleet.




This position is under the supervision of the Director of Human Resources and oversees the legal and corporate compliance/ethics efforts of the Human Resources Department.  The HR Compliance Manager ensures achievement of the objectives of an effective compliance program, and provides support for NASSCO compliance reviews, Sarbanes Oxley activities, Defense Contract Audit Agency audits, OFCCP and EEOC activities, special studies and other activities as requested.



POSITION DEMANDS (Education/Training)


Typically has a BA/BS in a related field of study plus two (2) years directly related experience, or AA/AS plus four (4) years directly related experience, or eight (8) years’ directly related experience. PHR or SPHR certification preferred.


POSITION DEMANDS (Required Experience)


  • Extensive working knowledge of HR concepts, practices and procedures.
  • Demonstrated organizational and creative problem solving skills.
  • Support requests for information from  in connection with all Human Resources related audits and data requests
  • Ability to communicate information clearly and effectively, listen, maintain confidentiality, speak professionally, and learn process and procedures quickly.
  • Well rounded knowledge of the ship repair industry and the various positions and trades within ship repair.
  • Perform evaluation of internal controls
  • Prepare audit work papers, schedules, and reports.
  • Manage and maintain Sarbanes Oxley requirements
  • Support internal audit requests
  • Must display high integrity, ethical standards, and high emotional intelligence.
  • Ability to work under pressure.
  • Self-starter, ability to resolve issues and research solutions.
  • Ability to learn, understand, and respond to internal customer needs.
  • Advanced knowledge of Microsoft applications.  Experience with PeopleSoft preferred.
  • SPHR or PHR certification preferred
  • Must be well versed in the Ethics program and have a good understanding of General Dynamics Standard of Business Ethics and Conduct.
  • Excellent verbal and written communication skills required.  Must be able to effectively communicate with all levels of employees and management.
  • Respond to requests and inquiries in person and over the telephone.
  • Must be detail oriented.
  • Ability to multitask and prioritize demands.
  • Ability to work independently with minimal supervision.
  • Must be able to identify and resolve problems in a timely manner.

Visual Requirements:
























Reports to the Director of Human Resources.  Exercises discretion when performing daily activities.  Interacts with all levels of employees and management and visitors.  This position is responsible for 3-5 direct reports including records management.




  • Assists employees with information and interpretation of HR policies and procedures.
  • Recommends solutions to management and participates, as appropriate, to resolve compliance issues.
  • Interpret, assist and advise employees and managers on personnel-related issues such as leave management, termination and company procedures and policies within the specified guidelines.
  • Investigates, analyzes, and resolves human resource and ethics-related issues and ensures adequate documentation is maintained.
  • Oversees the preparation of the Affirmative Action Plan
  • Prepares responses to EEOC charges
  • Ensures delivery of HR programs and services
  • Recommends new approaches to affect continual improvements in effectiveness and efficiencies of established organizational goals by working in a partnership with other HR service organizations (hourly employment, workers’ comp, benefits, and payroll departments)
  • Demonstrates understanding and commitment to NASSCO’s mission, vision, and guiding principles.
  • Implements and administers compliance program.
  • Heavy customer service interface with employees and public
  • Performs additional duties and responsibilities as required.




Accountable to the Director of Human Resources for the smooth and efficient operation of the Human Resources department.




Regular, reliable attendance on site is an essential function of this job.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.  While performing the duties of the job, the employee is regularly required to sit, use hands to fingers, handle or feel objects or controls, and to talk and hear.  The noise level in this environment is usually moderate.
