We currently have an exciting opportunity in our Subcontracts department. This position specifically is located in Norfolk, Virginia. We are looking for a Subcontract Administrator.


Shift : ALL

Security Clearance: No Clearance



Responsible for the management and procurement of Subcontracts, high-dollar value specification requirements, and procurement of Subcontract Labor.  Supports the Director of Supply Chain Management in special projects or other areas as directed.


  1. POSITION DEMANDS (Education/Training)


Typically has a BA/BS in a related field of study plus two (2) years directly related experience, or AA/AS plus four (4) years directly related experience, or eight (8) years’ directly related experience.


POSITION DEMANDS (Required Experience)


Knowledge of:

  • In-depth knowledge of NASSCO’s ship repair approach, organization, procedures and material requirements.
  • Full understanding of the Federal Acquisition Regulations (FAR), Defense of Defense FAR Supplement (DFARS), state, local, import/export regulations, and company policy.
  • Planning and procurement systems.
  • Company Terms and Conditions.
  • Cost accounting.
  • NASSCO health, safety, and environmental policy.

Skill in:

  • Managing service procurements.
  • Document preparation including special reports and presentations.
  • Proficient use of Microsoft Office products.
  • Excellent verbal and written communication skills and ability to think clearly under pressure of time deadlines.
  • Ability to conduct complex negotiations.
  • Developing and issuing complex subcontracts consisting of qualitative information, rationales, conclusions, and recommendations.
  • Recognition of group dynamics and application of techniques to achieve department and company objectives.
  • Ability to read and interpret engineering drawings and military specifications is highly desirable.

Visual Requirements:






















Reports to the Director Supply Chain Management for all tasks and assignments.  Manages Subcontract Administrators and Administrative Assistants.  Interfaces with department Managers, customers and vendors.




  1. Manage Subcontracts procurement process to enable timely best value award of subcontracts at the best overall value, commensurate with quality and schedule requirements, to NASSCO in support of programs, both commercial and military, as well as internal requirements.
  2. Conduct or participate in complex subcontract negotiations.
  3. Provide guidance and support to subcontract administrators to insure compliance with Government laws and regulations in accordance with flow down provisions of prime contracts and sound business practices in the commercial and government sectors.
  4. Level load Subcontracts Group workload and oversee activities to insure compliance with all contract requirements and company policies.
  5. Notify Subcontractors of performance issues and works with Productions to develop a mitigation plan, as needed
  6. Manage the Subcontractor Evaluation Process.
  7. Identify cost/ price reduction opportunities that reduce costs to the Company and external Costumers.
  8. Assist Subcontract Administrators in management of high risk subcontract types, such as Time-material orders, leasing (rental) equipment orders.
  9. Assist Subcontract Administrators in the review and validation of subcontractor time charges and costs.
  10. Ensure that Subcontract purchase order Open Commitments are managed and reduced as required.
  11. Manage resolution of internal and external departmental issues, including logistics, personnel, invoicing, performance and prioritization conflicts.
  12. Establish and maintain effective working relationships with subcontractors and external suppliers to ensure responsive support of NASSCO requirements and goals.
  13. Monitor performance trends, analyze procurement process improvement benefits, and implement process improvement initiatives.
  14. Maintain internal and external communication dedicated to improvement of the procurement function.  External communication includes professional business relationships directed toward reduction of rental, temporary labor and subcontract costs.
  15. Implement procurement policies and objectives including procurement strategies, and department policy standards.
  16. Be aware of NASSCO’s “Standards and Business Conduct” and abide by the instructions and guidelines set forth in the standard.
  17. Performs other responsibilities and duties as assigned.




        Accountable to the Director of Supply Chain Management for all aspects of department administration and operation.  Responsible for assisting other department managers in subcontract functions.




Regular, reliable attendance on-site is an essential function of the job. Must have reliable record of attendance and punctuality and be available for overtime as required.  Must be able to physically transit all areas of the facility.  Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear.  Must have good eye/hand coordination.  The noise level in the work environment is usually moderate.
