Summary

  • Executes the entire contract change process from initial RFP through execution for all forms of contract changes
  • Coordinates with stakeholders across all areas of the company to develop contract change proposals and execute contract changes under the general supervision of the Director of Contracts. Reports to Manager of New Construction Contracts.
  • Collaborates with Engineering to ensure design consistency across all change proposals
  • Works with all internal and external stakeholders to ensure mutual understanding of the scope and intent of the change.  Coordinates with all parties to ensure our assumptions for what is not known are well documented.
  • Validates that each step of the change proposal and implementation process meets all internal and external customer performance requirements
  • Serves as principal point of contact on all change proposals for internal stakeholders and external customers
  • Collaborates closely with New Construction Program Managers, Engineers, Cost Engineering and other Contracts department personnel. Will interface directly and extensively with external customer representatives from SUPSHIP Bath, NAVSEA and commercial customers.

 

Essential Functions and Duties

  • Serves as the primary POC for both the external customer and internal stakeholders, including leading routine meetings
  • Develops briefs for internal stakeholders and external customers communicating the status of all change proposals and the production status of all awarded changes in execution.
  • Communicates in a professional, courteous, yet assertive manner. Coordinates and leads change proposal kick off meetings, weekly status meetings and technical scoping meetings with both internal stakeholders and external customers
  • Prepares and maintains the weekly CMR Slides and Breakfast Club Slides for all change proposals including CMRs, Buy Lists, WTFs and any other form of contract change requests
  • Embraces and improves the current Jira project management tool for CMRs as the one source of information for all change proposal information
  • Develops the Jira tool through coordination with IT for use with Buy Lists, WTFs and the execution phase of CMRs
  • Enthusiastic champion of change across the organization. Must be a team player who is available, visible and credible with the internal team and external customers.
  • Actively contributes to the department’s team environment with a consistently positive and motivational attitude
  • Other duties and responsibilities as assigned

     

    Skills and Qualifications

  • Bachelor’s degree in a Marine Field, Engineering, Business Administration or closely related field.
  • Five years relative industry experience, or three years in marine industry.
  • Operational knowledge of, and experience with, the engineering design process, as well as NASSCO’s business, planning, and estimating processes.
  • Disciplined ability to independently plan, prioritize, organize, and monitor project tasks with limited oversight.
  • Requires excellent oral and written communications skills including the ability to present to customer and senior staff.
  • Strong and proven influencing leadership ability.
  • PMP certification is preferred.

     Accountability

  • Completes all tasks within quality and schedule commitments

 

Physical Requirements

  • Work will generally be confined to a clean office environment but may at times require movement in a shipyard; requiring full adherence to NASSCO’s safety policies.
