Summary

  • Administration of all aspects of contracts from cradle to grave. This includes distributing and reviewing initial new contract RFPs, reviewing proposal packages for both new contracts and change proposals, drafting proposal letters incorporating assumptions, clarifications and exceptions, negotiations with the customer, contract reviews, clause reviews, compliance matrix development, risk identification and avoidance.
  • Coordinates with stakeholders across all areas of the company under the general supervision of the Director of Contracts. Reports to Manager of New Construction Contracts.
  • Collaborates closely with external customers and internal stakeholders including Program Managers, Engineering, Cost Engineering, Legal, Environmental and other Contracts department personnel.
  • Interfaces directly with external customers including SUPSHIP Bath, NAVSEA and commercial customers.
  • Ability to brief management on potential risks and identify and propose risk avoidance solutions.

Essential Functions and Duties

  • Serves as the primary POC for an assigned contract for both the external customer and internal stakeholders, including leading routine meetings
  • Is familiar with the format of a Government contract.
  • Reviews contract modifications, logs funding, and reviews contract clauses for any discrepancies.
  • Ability to research and draft contractual letters as requested by management or the Program Management Office.
  • Provides summaries and details about contractual terms and conditions with thoughtful recommendations to internal stakeholders.
  • Supports the development and submittal of requests for equitable adjustment, insurance claims, and other claims.
  • Actively participates with Program Management in discussions with external customers, both Government and Commercial.
  • Tracks contractual deadlines and payments.
  • Execute simple contract close out activities.
  • Assists the Change Manager in drafting Change Proposal cover letters and facilitates discussions internally and with the Government customer, including change proposal negotiations.
  • Ensures change proposals are properly reviewed and approved by internal stakeholders prior to submittal, ensuring that any potential risks have been adequately mitigated. Signs proposals within signature authority.
  • Prepares and submits proposal packages including both new contract high-value proposals and change proposals. Collaborates with the Proposal Manager, Change Manager, Engineering, Supply Chain Management, Cost Engineering, Ship’s Management and Program Management to develop the overall proposal package provided from Cost Engineering for submittal to the customer.
  • Facilitates ship delivery document review process and drafting of all certificates signed at the ship delivery ceremony. Ability to facilitate meetings months prior to ship delivery keeping management apprised of any potential issues.
  • Communicates in a professional, courteous, yet assertive manner.
  • Knowledge of procedures and processes.
  • Actively contributes to the department’s team environment with a consistently positive and motivational attitude.
  • Other duties and responsibilities as assigned.

 

Skills and Qualifications

  • Bachelor’s degree, or equivalent experience, in a Marine Field, Engineering, Business or a related field.
  • One year experience in contracts administration or a related field. Marine industry experience preferred.
  • Knowledge of Microsoft Word, Excel, PowerPoint, Outlook.
  • Jira Software workflow experience preferred.
  • CPCM or CFCM certification is preferred.
  • Familiar with NASSCO’s business tools.
  • Excellent oral and written communications skills and the ability to present to internal and external customers.
  • Ability to communicate via Zoom chat and host Zoom meetings.
  • Disciplined ability to independently plan, prioritize, organize, and monitor project tasks with limited oversight.
  • Operational knowledge of the FAR and DFARs.
  • Excellent attention to detail, with the ability to find inconsistencies and errors.
  • Collaborates with team members in varying levels within the company and external customers.
  • Customer service orientation.
  • Adaptability.

  • Completes all tasks within quality and schedule commitments.
  • Results are defined and existing practices are used as guidance to determine specific work methods and to perform work activities independently; management is available to answer questions and provide clarity.

 

Physical Requirements

Work primarily conducted in an office setting with good lighting.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.  Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Must be physically able to commute to buildings throughout the shipyard. Occasional exposure to dust, fumes and moderate levels of noise.

 

 

PAY SCALE

$73,600 - $95,300

 

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
