Contracts Manager (Ship Repair)

SUMMARY

Manages a team of approximately 20+ contracts and estimating professionals in the administration of NASSCO’s fixed price and cost-plus Government Repair Contracts under the general supervision of the Director of Contracts. Key functions include overseeing change proposal preparation and settlement, contract negotiations, contract administration and internal and external customer contact activities to ensure contract adherence occurs in accordance with company policies and within contractual requirements. In addition, manages and supports efforts to identify, develop, negotiate and settle Requests for Equitable Adjustments (REAs) and provide support on Claims for US Government Repair contracts.

ESSENTIAL FUNCTIONS AND DUTIES

• Reports to the Director of Contracts. Position has broad latitude in planning department activities based on company priorities. Individual will work closely with the NASSCO leadership team and Contracts Department personnel. Position interfaces directly at multiple levels with external customer representatives, primarily Southwest Regional Maintenance Center (SWRMC). Works closely with NASSCO’s Finance, Law Departments and Repair Purchasing and makes reports to executive management as required.  
• Manages the activities of personnel assigned to the Repair Contracts Department in order to execute the timely administration of contracts and submission of change proposals to ensure NASSCO continues to manage its contractual obligations.
• As required, attends Repair production/program meetings (both internal NASSCO and with the Government) and weekly contractual meetings (e.g. RCC status and CSSR). In addition, holds weekly whiteboard meetings.
• Establishes goals, training (related to contracting and estimating policies and procedures), professional development and continuous improvement activities for the Repair Contracts team.
• Reviews, negotiates and settles specific contract change proposals and contract modifications within signature limit authority. Resolves conflicts and settles disputes with external Government customers in support of company objectives.
• Prepares or reviews contract letters of a complex nature with business or technical content. Authorizes letters within signature authority.
• Advises internal Departments on key contract terms and conditions and their impact on programs profitability, schedule and overall risk.
• Attends program meetings and alerts the programs and production teams when work appears to be out of scope therefore requiring a Request for Contract Change, Notification of Change (NOC) or other contract action.
• Identifies, develops, monitors and settles REAs and Claims pertaining to Government actions or inactions. Manages the activities of personnel assigned to assist in these activities. May also support other personnel including external legal counsel in the development of these same products.
• Tracks REA and Claim submittals and provides briefings including potential financial impacts to Executive Management as required.
• Works with Government counterparts to ensure NASSCO’s submitted REAs, NOCs or other contract actions are reviewed (within FAR and DFARS guidelines) and analyzed fairly.
• Interacts with internal legal counsel in the conduct of this position.
• Accomplishes routine personnel administration for personnel assigned to the Department.
• Other responsibilities and duties as assigned.

SKILLS AND QUALIFICATIONS

• Requires a minimum Bachelor’s degree in Engineering, Business or Liberal Arts coupled with a minimum of three to five years of progressive experience in Government contracts administration, Program Management or a related field. NCMA certification is a plus.
• Requires excellent oral communications and writing skills and the ability to think clearly under the pressure of time deadlines with the ability to address shifting priorities. 
• Ability to conduct and complete complex negotiations.
• Strong analytical and problem solving skills; and the ability to develop proactive solutions.
• Thorough knowledge of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS) and Government procurement policies and practices, as they apply to both large and small value contracts, including those that extend over multiple years.
• Familiarity with the U.S. shipbuilding industry including ship design, shipboard systems and repair production processes a plus, but not required.
• Must plan, organize and schedule own activities in support of changing program and or company goals.
• Ability to communicate assignments, guidance and requirements to subordinate personnel to ensure that internal and external commitments are met.
• Must be a self-starter with the ability to perform assigned tasks with a minimum of supervision and met deadlines.
• Occasional travel as required.

performing the duties of this job, the employee must be able to climb on and around ships including stairs, ladders, and scaffolding.  Specific vision abilities required by this job include close vision, and the ability to adjust focus. The employee is regularly required to sit, use hands or fingers, handle or feel objects or controls, and to talk and hear.  Must be able to lift weights up to 30 pound.  Must be physically able to commute to various areas in shipyard.  Must be able to handle stressful situations.  While performing the duties of this job, the employee is occasionally exposed to dust, welding/burning fumes, and smoke.  The noise level is usually moderate when out of the office, which may include sirens, horns, chipping and hammering.
