SUMMARY
This position leads the teams of Managers, Professionals, and support staff in the Engineering Operations, Control & Material Engineering and Integrated Logistics Support (ILS) departments. The role serves as NASSCO Engineering’s central focus point for all program matters. The Director of Project Engineering manages technical issues for assigned Government, Commercial, and Engineering Design Services programs from concept to functional and detail design phases, including ILS, and ensures that all program requirements and objectives are achieved via coordination with other Engineering Department Directors, Managers, Principal Engineers, Supervisors, and Cognizant Engineers.
ESSENTIAL FUNCTIONS AND DUTIES
Oversees coordinated efforts to accomplish the following:
- Plan and manage program tasks, activities, schedules and budgets. Reports on program status and performance to internal and external customers to include NASSCO Senior Management.
- Serve as principal technical and program administration point of contact for external customers/stakeholders to include classification societies like ABS.
- Administration of purchase specifications, vendor furnished information, design product submittals and official correspondence.
- Supervises the effort to provide high quality logistic and lifecycle/supply support products to our customers
- Participates in all facets of pre-contract technical and cost proposal development.
- Coordinates and controls participation of all NASSCO Engineering and subcontract resources to achieve program objectives.
- Monitors and controls technical, schedule and cost performance to meet all contract requirements.
- Ensures quality assurance for all deliverables submitted to external customers.
- Provides recommendations and supporting rational for potential special projects and other business opportunities related to project.
- Identifies and expedites resolution of problems within the program that have potential to impact technical, schedule or cost performance objectives.
- Serves as focal point within NASSCO for the customer, both for incoming and outgoing communication.
- Other responsibilities and duties as assigned.
SKILLS AND QUALIFICATIONS
- Bachelor’s degree in Naval Architecture, Marine Engineering, or related engineering discipline. Master’s degree in engineering or business management is desirable.
- At least 10 years of increasing responsible experience in a technical marine environment with at least 5 years in engineering/design of ships or major systems.
- Outstanding management, supervision, and administrative capabilities.
- Excellent written and oral communication skills (English).
- Knowledge of ship design principles, shipbuilding processes, government/commercial contract and specification practices and project administration methods.
ACCOUNTABILITY
Accountable for overall customer satisfaction on assigned projects. Shares accountability for efficient and timely completion of assigned projects while adhering to approved budget and maintaining the quality of the technical products and deliverables.
WORKING RELATIONSHIPS
The incumbent reports to and is responsible to the VP of Engineering, and schedules own activities within management guidelines. The incumbent supervises direct reports in support of assigned projects and manages tasking of other organizations/individuals assigned to project. Interacts with all departments and levels of the company. The incumbent represents the company with external customers/sponsors on all program matters and regularly interfaces with subcontractors, consultants, Government and regulatory agency representatives, external program participants and team members.
WORK CONDITIONS
Generally, work will be confined to a clean office environment; however, while performing the duties of the position, incumbent is frequently exposed to dust, welding/burning fumes, and smoke. Requires ability to go aboard ship during construction, climb ladders, walk throughout yard as required, and participate in Sea Trials. Travel by all modes of transportation to attend meetings and satisfy other program requirements. Significant travel, US and overseas is anticipated.
