SUMMARY

Develop labor and material estimates for both shop and shipboard repair work on US Government vessels using drawings, specifications, and job site examinations for shipboard and other estimate considerations. Solicit, evaluate, and negotiate subcontractor and material price proposals for incorporation into Prime Contractor proposals. Deliver proposals in a timely manner to the Government and negotiate or justify them as necessary. Works primarily from the office but performs frequent job site inspections. Collaborates with various NASSCO trades, supervisors, and managers to scope estimates.

 

PRINCIPAL RESPONSIBILITIES

  • Develop comprehensive cost and price proposals containing all information necessary for the Company to accomplish the growth work requested by the Customer.
  • Develop and maintain documentation and business systems (e.g., ANCHOR) in support of Estimate development, Procurement, and Production execution.
  • Abide by the instructions and standards set forth in the latest edition of NASSCO’s “Standards and Business Conduct”
  • Other responsibilities and duties as assigned.

 

POSITION DEMANDS

  • High school graduate or equivalent.  Related trade experience or college course work is desirable.
  • Knowledge of shipboard nomenclature and ship layout/design is desirable. Must be capable and willing to perform frequent job site inspections to assess all considerations that impact the Company’s ability to accomplish the scope of work requested by the Customer.
  • Knowledge of one major shipyard trade (shipfitting, welding, machining, electrical, sheet metal, pipefitting, or painting) required. A college degree or three-plus years of waterfront experience exempt applicants from this requirement.
  • Ability to read and interpret contractual requirements and work specifications, including the ability to read engineering/design drawings and clarify requirements with Government customers.
  • Interface with personnel from various departments, including Ship’s Management and Production, to ensure quality and thoroughness of estimates; receive and incorporate feedback into estimates for continuous improvement.
  • Must be proficient in NAVSEA Standard items.
  • Must be proficient in the use of Microsoft Outlook and familiar with proper e-mail formatting and etiquette.
  • Must be proficient with the Microsoft Office Suite, and competent in the use of Microsoft Excel. Experience with Excel formulas and VBA code not required, but desirable.

 

PHYSICAL DEMAND REQUIREMENTS 

The essential functions of this role require work in both an office and industrial setting. The role requires prolonged periods of working in a stationary position, operating a computer, computer programs, and standard office equipment necessary to perform the essential duties. The role requires perceiving information and communicating effectively with others in person, online, and on the phone. The role also requires prolonged periods of working in indoor and outdoor industrial settings. Must have the ability to safely access, navigate, and traverse the shipyard, construction areas, production areas, ships, and warehouses. Must be able to transit uneven surfaces, and be agile to move quickly to avoid hazards and respond to unexpected obstacles. Must be able to observe, detect, identify, perceive, recognize, and process information to remain alert and timely comply with all safety requirements. Must be able to move, transport, and use equipment necessary to perform the essential duties. Duties performed on ships require ascending and descending stairs and ladders, transiting on scaffolding and at heights, transiting through manholes and other narrow, confined, or congested spaces. This position requires exposure to industrial areas which contain hazardous materials, loud noise (including sirens, horns, chipping, slamming, and hammering), dust, fumes, and exposure to weather. 

 

WORKING RELATIONSHIPS

Reports directly to the assigned Contract Supervisor while working with the Manager of Repair Contracts,and other Contracts employees in a matrix environment. Interfaces with other estimators, production supervisors, subcontractors, suppliers, and Government customers while developing, proposing, and negotiating estimates.  Estimators are required to plan and schedule their work to fit within the overall schedule set by the Manager of Repair Contracts.

 

ACCOUNTABILITY

This position has a direct impact on the Company’s ability to meet existing contractual requirements and maintain a profit on current contracts.

 

 

PAY SCALE 

$78,200 - $105,300 

 

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
