SUMMARY

 

Under limited direction, the Import Compliance Officer will develop and maintain an Import Compliance Program (ICP) necessary to support NASSCO’s import activities for both Government and Commercial programs. The Import Compliance Officer establishes and maintains a close working relationship with NASSCO’s Export Compliance Manager and Legal Department.

 

ESSENTIAL FUNCTIONS AND DUTIES

 

  • Maintains compliance with CBP, U.S. Census and other Government agency and regulations, to include Anti-dumping (ADD) and Countervailing (CVD) rules, Section 301 Chinese Tariffs, Section 232 Steel Tariff’s, Quotas, ACE reporting requirements, HTS classifications, valuation, and others
  • Address import fines, duties, taxes, or penalties incurred as a result of specific import activity
  • Administer all licenses and agreements for the import of products, materials and technical data
  • Communicate with General Dynamics, outside counsel, and government agencies regarding import regulations and investigations
  • Management and oversight of all broker usage
  • Management and oversight of surety bonds
  • Assists the Logistics Department in providing U.S. Customs clearances of imported goods
  • Implements software required to establish an Import Compliance program
  • Prepares and delivers company-wide Import training
  • Establishes controls in import processes that involve multiple departments such as Purchasing, Logistics, IT, Accounting, and Warehousing
  • Provides insight on Trade Compliance risks and opportunities to Contracts, Program Management and individual buyers
  • Supports other NASSCO business units in the U.S. and the TIMSA maquiladora in Mexico

 

SKILLS AND QUALIFICATIONS

  • College degree required. Minimum of 5 years related experience, preferably with emphasis in both Import Compliance and Import Operations
  • Must demonstrate an extensive understanding and application of import regulations governed by U.S. Customs Border Protection (CBP) and U.S. Census
  • Demonstrated experience in conducting internal Import Compliance self-assessments and supporting third-party audits
  • The ability to identify issues, analyze and interpret data and develop solutions to a variety of complex problems
  • Excellent analytical, verbal and written communication skills to accurately document, report, and present findings
  • Excellent interpersonal and collaboration skills to influence and guide employees, managers, customers and other external parties
  • Ability to work independently, or in a team environment and the ability to work extended hours and travel as required
  • Knowledge of Export compliance is a plus
  • U.S. Customs broker license preferred

 

 

PHYSICAL DEMANDS

The employee must be physically able to commute to various areas in the shipyard, including on board the vessels. Must have physical ability to walk to all yard locations for communication with operations and other areas and tolerate a moderate noise level commensurate with the shipyard production environment.

 

ACCOUNTABILITY

This position reports to Supply Chain Management and is accountable for NASSCO’s ICP. This includes the essential functions and duties listed above.
