SUMMARY
Analyze, plan, coordinate, and implement logistics/transportation requirements for external and internal customers to support organizational goals. Monitors adequacy of logistics processes, performs rate and cost reviews, negotiates carrier contract terms and conditions, monitors carrier performance. Reports to the Logistics Supervisor. Maintains internal contact with internal and external customers, as well as external logistics service providers.
ESSENTIAL FUNCTIONS AND DUTIES

Provide best method of transportation for material shipments to and from NASSCO.

Collect and analyze data necessary to evaluate existing and alternative material traffic and associated process designs; prepare corresponding written/verbal presentations as necessary to justify plans.

Provide analysis necessary to develop strategic logistics relationships and processes that commensurate with the organization’s immediate and long-range goals including amortization, budget, and schedule.

Coordinate all aspects of logistics support with all affected groups and departments.

Follow up as appropriate including project performance reporting, impact review, and establishment of approved standard traffic control methods.

Ability to visit local logistics service providers.

Ability to travel as needed to offsite locations to observe and represent the organization’s interests at points of loading through delivery of material, including ports and marine terminals.

Have the ability to pass a U.S. Department of Homeland Security background investigation to obtain a Transportation Worker’s Identification Credential (TWIC card).

Have the ability to pass the U.S. Customs and Border Protection’s vetting process for approval to work as a foreign trade zone administrator.

Management and oversight of all broker usage
-
Address import fines, duties, taxes, or penalties incurred as a result of specific import activity
-
Assist the NASSCO Import Compliance Officer with submitting DCMA Duty Free entitlements
-
Assist the NASSCO Import Compliance Officer with administrative tasks, such as conducting USHTS reviews, pulling reports from ACE, submitting CTPAT recertification documents, and analyzing import data.

Other responsibilities as assigned
SKILLS AND QUALIFICATIONS
College graduate or equivalent related experience and a minimum of (5-7) years experience in commercial logistics. Knowledge of data processing required; MICROSOFT Office Products skills and good interpersonal and communication skills required.
Knowledge in:

Bid creation, evaluation, and carrier selection;

Material transportation, delivery, receipt inspection, warehousing, and inventory processes;

Logistics service provider relationships;
-
Subcontractor relationships;
-
Material delivery accounting documentation and contract requirements;
-
Rail, truck, air, and marine conveyances;
-
Dangerous goods transportation regulations (preferred);
-
Cargo carrier insurance requirements;
-
International Incoterms® 2020 and domestic freight terms;
-
Foreign trade zone administration (preferred);
-
Management and coordination with customs brokers;
-
Import/export regulations, including customs clearance processes and compliance requirements
-
Freight forwarder and 3PL management;
-
Freight auditing of HTS classification

Experience with broker management and oversight
Skill in:

Material delivery planning and coordination;

Problem resolution between logistics service providers and customers, including freight claims;

Use of computer-based tools including Word, Excel, and PowerPoint;
-
Communication orally and in writing, including participation in meetings;

Interpersonal working relationships, with emphasis on cooperation and teamwork;Physical/Environmental/Safety Requirements:

Observe and support NASSCO health, safety, and environmental policies

Proficiency with import/export management systems, such as ACE (Automated Commercial Environment)

Analytical skills for import data review and risk assessment
PHYSICAL DEMANDS
Work primarily conducted in an office setting with good lighting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Must be physically able to commute to buildings throughout the shipyard. Occasional exposure to dust, fumes, and moderate levels of noise.

Payscale:
$92,200 - $121,400
This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
