SUMMARY

Support Director of Business Development and Strategic Planning in all regards with respect to the following:

 

Assess business opportunities for shipbuilding and conversion in Government and Commercial markets.  Formulate/coordinate NASSCO position on program opportunities in developmental stages, considering market potential, competition, and potential partners. Work closely with Strategic Planning and Programs personnel to ensure consistency with current backlog and ongoing shipyard initiatives.

 

Monitor Navy program and budgetary processes and coordinate NASSCO actions to influence and/or respond.  Maintain liaison with senior US Government leadership to keep them apprised of NASSCO’s capabilities and offerings. Coordinate Federal Congressional communications with GD Government Relations Team. Coordinate State and Local Government communications with Manager Government Communications and NASSCO Communications Dept. Monitor domestic and overseas markets for potential high quality commercial opportunities.

 

ESSENTIAL FUNCTIONS AND DUTIES

  • Monitor OPNAV, Coast Guard, and other requirements process for business opportunities aligning with General Dynamics NASSCO core competencies
  • Monitor other domestic and overseas markets for opportunities of interest
  • Work with NASSCO strategic planning and programs personnel to develop NASSCO win strategies for Government and Commercial new construction programs
  • Develop business market analysis reports with focus to include potential opportunities, customers, and competitors.
  • Participate in the strategic planning process assessing various options and strategies to meet business unit objectives

 

SKILLS AND QUALIFICATIONS

  • College degree/s; Bachelor’s degree with engineering or other technical focus preferred. College level education in business highly desirable.
  • General knowledge of national security planning and appropriations process.
  • In-depth knowledge of Navy/USCG strategic planning, programming, and budgeting process.
  • In-depth knowledge of DOD and Navy Acquisition process and organization.
  • Senior level military equivalency to, O-5 Commander level or O-6, Captain level background with Navy acquisition and PPBE budgeting experience preferred.
  • Experienced public speaker with highly effective written and verbal communication skills.
  • Frequent travel required.
  • Represents the company on federal and state business issues on political legislative and regulatory issues of importance to the company.
  • While performing the duties of this position, work will typically be performed in an office setting with low to moderate noise levels.  While performing the duties of this position, the employee must be able to walk throughout the shipyard and aboard ships under construction or repair.  While performing the duties of this position, the employee may be occasionally exposed to dust, welding/burning fumes, and smoke and noise levels from moderate to extremely noisy.

 

WORKING RELATIONSHIPS

Reports to the Director of Business Development, and Strategic Planning.  Supports the Office of the President for Government Relations matters.  Maintains internal relationships with other NASSCO functional departments.

 

ACCOUNTABILITY

  • Development of initial Bid/No Bid recommendations on new work
  • Direct Capture Teams to include Programs, Engineering, Master Planning, Strategic Planning and Cost Estimating
  • Monitor/Manage Bid and Proposal, Business Development and Internal Project budgets
