SUMMARY

Develops, implements, and administers all aspects of the Injury and Illness Prevention Program including developing procedures necessary to ensure compliance with all regulatory health and safety requirements. Manages safety and fire operations including prevention and protection within the shipyard and aboard vessels at NASSCO.

 

Reports to the President of NASSCO.  Manages entire staff of both Safety and Fire departments.  Maintains internal contacts with all production departments, Legal and production support groups. Maintains external contacts with outside vendors, sub-contractors, State and Federal OSHA representatives, various health and safety councils and local Fire Departments.

 

ESSENTIAL FUNCTIONS AND DUTIES

  • Responsibilities include oversight of the implementation of procedures for life safety, including first responders, and fire prevention.
  • Develops, implements, and reviews procedures, policies, facilities and production methods for compliance with State and Federal Occupational Safety and Health requirements.
  • Administers NASSCO’s Safety Management System to ensure compliance with the requirements of ISO 45001.
  • Ensures required health, safety and fire suppression training for employees, subcontractors and other guests is administered.  
  • Enforces compliance with health, safety and fire rules, procedures and regulations.
  • Directly supervises Safety and Fire Department staff and manages Safety and Fire Department resources and budget.   
  • Prepares and presents safety information to senior management, safety committees, production and production support groups.
  • Prepares health, safety and fire performance reports and distributes as required.
  • Facilitates accident investigations, fire investigations, safety inspections, fire inspections and safety management system audits.
  • Performs hazard identification, assessment and control. 
  • Interfaces with OSHA and other regulatory agencies on matters pertaining to employee/facility health and safety.
  • Provides recommendations to senior management for the improvement of NASSCO’s health and safety program.
  • Other responsibilities and duties as assigned.

 

SKILLS AND QUALIFICATIONS

  • Bachelor’s degree in Occupational Health and Safety, Industrial Hygiene or a related field, or relevant experience plus five (5) or more years of progressively responsible experience in the development and implementation of accident and fire prevention programs. 
  • Associate Safety Professional certification a plus.
  • Should also have a working knowledge of Workers’ Comp regulations, ISO 9001, ISO 14001 and NFPA
  • Supervisory, organizational, and communications skills.  
  • Knowledge of shipbuilding methods, local, State and Federal Fire, Health and Safety regulations, and characteristics and effects of toxic substances.
  • Must be able to obtain access to military bases.

 

PHYSICAL DEMANDS

While performing the duties of this job, the employee must be able to climb stairs, ladders, masts, and scaffolding.  Must be able to work at heights and in confined or restricted spaces aboard vessels under construction/repair.  Must be able to climb on and around ships.  Must be able to handle stressful situations.  Physical dexterity must allow for bending and reaching.  Must be able to climb vertical ladders to perform ship inspections.  Periodic inspections require climbing ladders, working at heights, walking on scaffolding, and observing tools, equipment and/or machinery while in operation.  While performing the duties of this job, the employee is occasionally exposed to dust, welding/burning fumes, and smoke.  The noise level is usually moderate to extremely noisy 70% of the time, which may include sirens, horns, chipping, and hammering.  Must be able to spend up to 70% of time in an outdoor shipyard environment in all climates.

 

ACCOUNTABILITY

Ensures NASSCO’s Injury and Illness Prevention Program meets company and regulatory requirements and is effectively implemented.  Responsible for the effective and efficient operation of the Safety and Fire Departments and for administering NASSCO’s Safety Management System.
