SUMMARY

 

The Planner/Scheduler is a member of the planning team and is to develop and maintain production schedules.  The Planner/Scheduler will also develop and provide production reports/analysis to the management team. Reports to the Manager, Repair Planning or Team Lead if assigned.  Interfaces with other Repair departments and various levels of supervision, management, Navy crew members, and government workers.

 

ESSENTIAL FUNCTIONS AND DUTIES

Assist in the preparation planning products for ships in the Repair Department.

    • Collect and Process Work Progress
    • Update schedule changes
    • Maintain Baselines
    • Publish Schedules Into Information Systems Through Uploads
    • Data Entry
  • Develop Reports and Distribute to Applicable Customers 20%
    • Progress Report
    • Contract Status Report
    • Material Status Report
    • Cost and Schedule Performance Reports
    • Production Schedules
    • Manpower Loading Reports
  • Assists in the generation of production schedules to supports marketing and proposal efforts.  10%
  • Other responsibilities and duties as assigned

 

SKILLS AND QUALIFICATIONS

 

  • High School Graduate or equivalent.  A minimum six (6) months work experience in a shipyard, defense contractor or other construction environment required.  Knowledge of the ship repair process, planning, scheduling, and budgeting techniques preferred.
  • One (1) or more years work experience office / industrial preferred.

 

Actively participates in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time, and reduce costs. 

 

        Knowledge of:

    • NAVSEA Standard Item 009-60 and how to apply it to a schedule.
    • Joint Fleet Maintenance Manual and how to apply it to a schedule.
    • Blueprint and composite drawing reading.
    • Fundamental build strategy concepts.
    • Ship repair and overhaul processes and procedures.
    • Planning, integrated schedule development, and labor distribution.
    • Computer applications related to production planning and control.
    • Microsoft Office (Excel, Access, Outlook, MS Project, and Word)
    • Labor Management Systems (LMS) and MACPAC/D interface.
    • Cost, Schedule and Control Systems (CSCS).
    • Earned Value Management Concepts (EVM)

 

Skill and Experience in:

    • Development of experimental plans, sequence and schedules.
    • Planning process analysis directed toward improved department efficiency.
    • Conflict resolution between Engineering, Estimating, Production, and Support departments.
    • Use of Computer-based tools to generate comprehensive products.
    • Integration of Engineering, Material, Planning and Production requirements, and initiatives into an executable plan/schedule.
    • Performance trend, budget, and resource capacity analysis.
    • Excellent communication skills, including ability to produce complex material consisting of qualitative Information, rationales, conclusions, and recommendations for presented material.
    • Interpersonal working relationships with emphasis on cooperation and teamwork.

 

PHYSICAL DEMANDS

 

Work occurs in both an outdoor shipyard environment and in an office setting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.  Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing.  Requires ability to commute physically to various areas of the shipyard including but not limited to shipboard activities. Must be capable of ascending/descending stairs or ladders, walking on uneven surfaces, and transiting through manholes and other confined, congested spaces. Physical dexterity must allow for bending and reaching. Must remain alert and comply with all safety requirements. While performing the duties of this position, the employee is exposed occasionally to dust, fumes, and smoke. Must be able to spend up to 50% of time in an outdoor shipyard environment in all climates. The noise level is relatively low to moderate in office environments.  The noise level in the outdoor shipyard production environment is moderate to noisy 70% of time, which may include sirens, horns, chipping, and hammering.

 

Additional requirements: Position requires the ability to walk on scaffolding and work at heights aboard vessels under construction or repair, requires employees to carry, raise, lower, push or pull objects up to 50lbs. and requires the ability to distinguish color.

 

ACCOUNTABILITY

 

Responsible to the Department Manager for preparation, verification, and distribution of accurate and timely planning products, to ensure maximum award during award fee boards.  The Planner/Scheduler will be assessed in the following categories:  technical, general, administrative, attitude, approach to work, willingness, and ability to complete all the above.

 

Pay Scale:

 

Planner/Scheduler $50,300 - $80,500

 

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
