ESSENTIAL FUNCTIONS AND DUTIES

  • Ensures that all aspects of NASSCO’s EVMS comply with relevant federal regulations, guidelines, and policies governing acquisition and project management within the DoD
  • Provides leadership and support to improve program planning and execution while ensuring compliance with contractual requirements and company policies and procedures

POSITION DEMANDS

  • Bachelor's degree in Business Administration, Finance, or a related field required 
  • Prior experience in Program Controls, Cost Accounting, and Planning preferred; experience with Deltek Cobra, Open Plan and PMCompass software and SAP preferred
  • Comprehensive knowledge of DFARS, ANSI-EIA 748, DOD EVMSIG, and NDIA EVM Intent Guide
  • Demonstrated analytical and strategic thinking skills
  • Disciplined ability to independently plan, prioritize, organize, and monitor project tasks with limited oversight
  • Excellent communication skills, including ability to produce complex material with rationales, conclusions, and recommendations
  • Healthy dissatisfaction with the status quo, leading to committed participation in continuous improvement initiatives; strong sense of internal motivation to transform and modernize processes; a “start-up” mentality

WORKING RELATIONSHIPS

  • Reports to Manager, Program Controls
  • Ability to build strong relationships across the organization with an emphasis on teamwork and customer service
  • Will work directly with all project stakeholders, including Engineering, Supply Chain Management, Program Management Office, Production, Finance, Planning, and other disciplines as required

PRINCIPAL RESPONSIBILITIES

  • Advise Program Managers, Control Account Managers, and senior personnel to ensure compliance with approved EVM processes
  • Review work processes and prepare training on EVM concepts and requirements
  • Attend program meetings and evaluate EVM data to drive understanding
  • Lead efforts for effective completion of integrated baseline reviews (IBRs), and surveillance audits
  • Review and audit EVM program deliverables
  • Stay up-to-date with the latest developments in EVM practices, federal regulations, and industry trends, and integrate this knowledge into training, policies, and procedures
  • Collaborate with internal and external stakeholders, including government agencies, to exchange best practices, share knowledge, and ensure that the EVMS remains relevant and aligned with industry standards
  • Participate in new business proposals with regard to EVMS requirements and input for cost volumes
  • Maintain EVM System Description
  • Analyze and evaluate existing systems to recommend and implement best practices that make Program Controls more efficient, effective, and responsive
  • Actively contribute to the department’s team environment with a consistently positive attitude
  • Other responsibilities and duties as assigned

 

PHYSICAL DEMANDS

Work primarily conducted in an office setting with good lighting.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.  Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Must be physically able to commute to buildings throughout the shipyard. Occasional exposure to dust, fumes and moderate levels of noise.

ACCOUNTABILITY

  • Completes all tasks within quality, budget and schedule commitments.

PAYSCALE

$76,800 - $99,400

 

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
