The HR Project Manager is responsible for overseeing and managing ongoing Human Resources projects across all NASSCO locations and serves as liaison between organizational management, project teams, and human resources leadership. This position will be responsible for developing, implementing, and maintaining projects in accordance with budget and schedule parameters, will assess project issues for intervention and develop appropriate solutions, and will monitor and report on progress. This is a full-time position that reports to the HR Director or Vice President of Human Resources.



  • Provide a broad range of project management services regarding human capital programs, including overseeing the development, implementation, administration and maintenance of new HR projects and initiatives.
  • Provide expertise in strategy development and execution, planning and facilitation of HR team efforts.
  • Serve as a trusted advisor to HR leadership and HR teams to determine measures required to enhance program performance.
  • Provide project management support and guidance to satellite operations, as needed.
  • Actively participate and champion continuous improvement initiatives aimed to enhance quality and reduce cycle time and costs.
  • Other duties as assigned.



  • Bachelor’s degree required in business, Human Resources or a related discipline. Master’s preferred.
  • Ten years proven Human Resources experience and/or project management experience.
  • Project Management Professional (PMP) Certification required.
  • Demonstrated ability to deliver small and large-scale projects from initiation through delivery.
  • Process improvement experience a must, Six Sigma certification preferred.
  • Ability to multi-task, prioritize, and work well within a fast-paced, project-focused environment.
  • Strong written and oral communication skills and ability to collaborate well with all levels within the organization.
  • Ability to influence and advise all stakeholders.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, and coordination of people and resources. 
  • Proven skills in critical thinking and problem-solving.
  • Must possess strong leadership qualities and exercise sound judgment.
  • Demonstrated proficiency with Excel, Access, Outlook, Word, PowerPoint, and other HRIS and project management platforms.




Work is generally performed in an office setting with good lighting.  Specific abilities required include close, distance, and peripheral vision, depth perceptions, and ability to focus. Regularly required to sit, use hands to fingers, operate computer keyboard and controls, and maintain the ability to commute to other buildings in and outside the shipyard for meetings, presentations, and training.  Occasional exposure to dust, fumes, and moderate levels of noise.
