SUMMARY

 

The SCM Business Controls Specialist will be responsible for developing program estimates-at-completion (EAC’s), department budgeting responsibilities and material forecasting requirements. The specialist will perform supplier cost analysis whenever directed by SCM management. The specialist will also ensure department compliance with established policies and procedures through internal PO reviews and audits. The SCM Business Controls Specialist  reports to the Supervisor, SCM Compliance.

 

ESSENTIAL FUNCTIONS AND DUTIES

 

  • Develop/monitor and report program material cost and Estimate at Completion status for all new construction contracts. Identify potential cost growth and develop procedures/processes to minimize future growth.
  • Conduct supplier fact-find visits and perform cost analysis reviews when required for supplier negotiations. Support and participate with single source supplier negotiations.
  • Provide financial and analytical expertise within the material department concerning both supplier reviews and market analysis.
  • Provide financial training to department personnel on an as needed basis.
  • Perform department budgeting functions.
  • Perform internal department audits and reviews to ensure compliance with department procedures.

 

SKILLS AND QUALIFICATIONS

 

  • This position requires an individual with a strong financial/accounting background. A Bachelor degree in Finance/Accounting or a related field is a minimum requirement. Further advanced education is strongly encouraged.
  • The SCM Business Controls Specialist is expected to have a minimum of five years experience in a similar or related field.
  • The SCM Business Controls Specialist will be expected to conduct business throughout the shipyard. Responsibilities will require meetings, interviews and oversight outside the office environment. The specialist will interact with all level of NASSCO employees.
  • The position requires the ability to coordinate/manage a variety of projects at the same time ensuring deadlines and goals are met. Communication skills are essential.

 

ACCOUNTABILITY

 

The SCM Business Controls Specialist will be expected to oversee/manage projects with employees and departments where line authority is not available. Good employee relation and project management skills will be required for successful completion of all responsibilities.

 

The SCM Business Controls Specialist will work closely with all department personnel relative to purchasing procedures. Maintains close contact with Engineering, Warehousing, Integrated Logistic Support, Production, OPC, Finance and Quality Assurance.
