SUMMARY

Provides health and safety guidance and support to the workforce. Promotes Total Safety Culture.  Ensures that General Dynamics NASSCO maintains compliance with all applicable Federal, State, and local regulations.  

 

Reports to the supervisor of Safety.  Maintains internal contacts with Production, Repair, Maintenance, Medical, and Emergency Response personnel.  The Supervisor of Safety directs daily activities and assignments.

 

ESSENTIAL FUNCTIONS AND DUTIES

  • Assist Safety Manager and other Safety Department personnel in the performance of their duties and perform assigned professional health and safety work including conducting routine compliance inspections; investigating accidents; preparing and disseminating information on safety principles, regulations, standards, and methods; and preparing reports.
  • Conduct daily inspections of assigned areas ensuring that all operations (including those of Sub-Contractors) are in compliance with Federal, State and local regulations and NASSCO health and safety policies and procedures; identify health and safety hazards or deficiencies and initiates corrective action through production supervision.
  • Prepare written reports on inspections, accident investigations, statistical information on injuries and illnesses, employee complaints or concerns. Write articles to be used as Safety Grams, Gangbox topics or other training programs. Review reports and articles generated by subordinates.
  • Conduct various safety training classes as required, (new hire safety orientation; employee recall safety orientation) and other specialized safety training.  Conduct subcontractor safety orientation.
  • Review current literature and trade publications in order to remain current regarding all OSHA and other applicable health and safety standards and regulations.
  • Attend or conduct safety related meetings with all levels of management, employee safety committees and other production training sessions. 
  • Establish a close working relationship and communicate with department, stage, area and ship managers on a regular basis.
  • Participate in Safety Management System audits and other activities required by ISO 45001. 
  • Other responsibilities and duties as assigned.

 

SKILLS AND QUALIFICATIONS

  • High School diploma or equivalent
  • A minimum of one (1) year of full-time experience directly related to safety enforcement and related duties comparable to NASSCO Safety Representative in industrial or commercial plants and/or construction sites. 
  • Must have basic knowledge of technical principles, theories and concepts in the field and their practical applications to problems and situations ordinarily encountered including:
    • Applicable Federal and State OSHA regulations;
    • Presentation techniques for health and safety training;
    • Techniques used to recognize health and safety hazards;
    • Working with hazardous materials;
    • Ship configuration;
    • Shipbuilding techniques and shipyard operations; 
    • Safe operation of tools and machinery;
    • Use of computer software programs (MS Office, iOS applications).
  • Must have the ability to provide solutions to routine technical problems.
  • Must be able to obtain access to military bases.
  • Must have the ability to communicate effectively, in both oral and written applications in order to successfully interact with other safety representatives, management and employees.

 

 

PHYSICAL DEMANDS

Work occurs in both an outdoor shipyard environment and in an office setting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus.  Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Requires ability to commute physically to various areas of the shipyard including but not limited to shipboard activities. Must be capable of ascending/descending stairs or ladders, walking on uneven surfaces, and transiting through manholes and other confined, congested spaces. Physical dexterity must allow for bending and reaching. Must be able to lift up to 50 pounds of weight.  Must remain alert and comply with all safety requirements. While performing the duties of this position, the employee is exposed occasionally to dust, fumes, and smoke. Must be able to spend up to 70% of time in an outdoor shipyard environment in all climates. The noise level is relatively low to moderate in office environments.  The noise level in the outdoor shipyard production environment is moderate to noisy 70% of time which may include sirens, horns, chipping, and hammering.

 

ACCOUNTABILITY

Ensures NASSCO’s Injury and Illness Prevention Program meets company and regulatory requirements and is effectively implemented.  Responsible for the effective and efficient operation of the Safety Department and for administering NASSCO’s Safety Management System. 

 

PAY SCALE:

Safety Representative I: $61,800- $82,300 

Safety Representative II: $75,400 - $101,600

 

This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
