SUMMARY
Responsible for supervision of Estimators for development of cost estimates for ongoing competitive fixed price bids.
Reports to the Manager, Repair Estimating and supervises estimators within the department. Works closely with subcontractors, repair supervision and other repair administration departments.
ESSENTIAL FUNCTIONS AND DUTIES
- Direct supervision and review of all estimates.
- Insure estimates are completed in a timely manner.
- Assure estimating manpower resources are used efficiently and current assignments are covered.
- Insure estimates are accurate and reasonable. Monitor estimates and actual expenditures to identify weak points or problem areas. Apply lessons learned to future contracts.
- Establish and maintain training programs that develop and enhance capabilities of the estimators.
- Review subcontract coverage, evaluation and selection.
- Communicate to estimators: resource constraints, production processes and any other information necessary to develop estimates that essentially become the plan for execution of work.
- Incorporation of lessons learned.
- Other responsibilities and duties as assigned.
SKILLS AND QUALIFICATIONS
Requires a bachelor degree in business administration, graduation from a maritime academy, or closely related field. Some experience in a manufacturing environment, supervisory and estimating experience preferred. Or requires a high school diploma/GED and six years experience in the ship repair business as a journeyman in a main production trade, or as an estimator. Supervisory and estimating experience preferred.
Must be proficient in using PCs and MS Office software.
PHYSICAL DEMANDS
Employee is regularly required to sit, stand, walk, use of hands and fingers and to hear and talk. Must be physically able to walk to all yard locations. The noise level in the work environment is usually low to moderate.
ACCOUNTABILITY
Accountable for the quality of all labor, subcontract and material estimates and adherence to bid schedules.
