SUMMARY
Responsible for supervision of proposal development, material pricing/requisitioning and support functions of the Repair Estimating department. Responsible for reviewing and update of market analysis, development of material pricing and ordering, proposal preparation and general estimating department support.
Reports to the Manager, Repair Estimating and supervises staff personnel within the department. Works closely with senior repair management, production, subcontractors, repair supervision and other repair administration departments.
ESSENTIAL FUNCTIONS AND DUTIES
- Direct supervision of support staff to meet proposal objectives and ordering materials to support execution.
- Responsible for maintaining awareness of competitor facility loading, and a log of award databases and participation in bid and proposal review and development.
- Assure staff and workforce resources are used efficiently, and current and projected assignments are covered.
- Maintain estimating system database support, maintenance and improvements.
- Oversight of estimating data into SMARTS, NMD and E-Book Repair data systems
- Oversee material estimate RFP process and creation of consolidated material list, development and submittal of LLTM proposal and supporting documentation.
- Coordinate with estimating supervisor to assure timely completion of material estimates and supporting documentation.
- Provide assistance with development of cost and technical proposals.
- Provide for timely proposal preparation/submittal including status, accuracy control, bid document preparation, proper signoffs and publishing.
- Timely and accurate turnover of estimating data to Planning, Production, Purchasing and other support departments.
- Establish and maintain training programs that develop and enhance capabilities of support staff.
- Actively participates in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time and reduce costs.
- Other responsibilities and duties as assigned.
SKILLS AND QUALIFICATIONS
Requires a college degree in business management or equivalent experience, knowledge of the ship repair market, NASSCO's ship repair processes preferred, ship repair estimating, material pricing, identification, ordering, and proposal development requirements and processes including assistance with writing technical and cost proposals
Requires exceptionally good analytical, organizational, writing and math skills. Must be able to establish priorities, manage several concurrent projects, supervise employees and assure projects completed in a quality and on time manner to support all company objectives. Must be proficient in using PCs and MS office software, particularly Access, Excel, and PowerPoint.
PHYSICAL DEMANDS
Employee is regularly required to sit, stand, walk, use of hands and fingers and to hear and talk. Must be physically able to walk to all yard locations. The noise level in the work environment is usually low to moderate.
ACCOUNTABILITY
The Manager’s ability to support preparation of accurate and competitive cost and technical proposals and efficient post award support of contractual obligations and company objectives result in a direct correlation to the company’s bottom line.
PAY SCALE
$97,000- 125,500
This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
