SUMMARY
Develops, implements, coordinates and supervises multiple Planning projects, and Planning product development. Establishes work priorities. Ensures products developed by department personnel support Planning policy. Monitors adequacy of training programs. Performs rate reviews. Develops and maintains Performance standards.
Interfaces with Planning leadership as well as Engineering, Supply Chain, Production, Ship’s Management, and Program Office.
ESSENTIAL FUNCTIONS AND DUTIES
- Supervise preparation of Planning products such as: Total Schedules, manning reports/ graphs, ships progress, Work Sequence Diagrams, government DRL submittals, detailed work packages, and cable schedule. Monitors product for support of build strategy, quality, and department policy
- Perform Planning projects designed to improve processes and products
- Analyze impact of process improvement on rate structures, supervise development of budgets
- Resolve complex planning problems identified by appropriate personnel, including prioritization of conflict resolution
- Monitor performance trends
- Develop effective training programs for department personnel
- Support, plan and implement department process improvement initiatives
SKILLS AND QUALIFICATIONS
Engineering degree or equivalent related experience. A minimum of seven years experience as a team leader, technical group supervisor, or salaried foreman is preferred.

- NASSCO Planning processes
- Working knowledge of business control systems and Earned Value Management (EVM)
- MacPac Material Management System
- ABS/USCG/USN specifications and regulations
- Cost, Schedule and Control Systems (CSCS)
- Trade production rate structures
- Skill and Experience in:
- Leading teams of people
- Interpersonal working relationships with emphasis on cooperation and teamwork
- Recognizing the effects of group dynamics and application of techniques to achieve team objectives
- Excellent communication skills, including ability to produce complex material consisting of qualitative information, rationales, conclusions, and recommendations for presented material
- Supervision and training of staffs comprised of diverse support personnel
- Ability to represent the department concerning all technical issues
- Technical conflict resolution between all Engineering, Production, and support departments
- Development of complex and experimental plans and schedules
- Build Strategy recommendations and implementation
- Performing process analysis directed toward improved department and/or production labor efficiency
PHYSICAL DEMANDS
Work occurs in both an outdoor shipyard environment and in an office setting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Requires ability to commute physically to various areas of the shipyard including but not limited to shipboard activities. Work at heights; position requires the ability to walk on scaffolding and work at heights aboard vessels under construction or repair. Must be capable of ascending/descending stairs or ladders, walking on uneven surfaces, and transiting through manholes and other confined, congested spaces. Physical dexterity must allow for bending and reaching. Must remain alert and comply with all safety requirements. While performing the duties of this position, the employee is exposed occasionally to dust, fumes, and smoke. Must be able to spend up to 25% of time in an outdoor shipyard environment in all climates. The noise level is relatively low to moderate in office environments. The noise level in the outdoor shipyard production environment is moderate to noisy 70% of time which may include sirens, horns, chipping, and hammering
ACCOUNTABILITY
Responsible to the department leadership for preparation, verification, and distribution of accurate and timely planning products, and budgeting in accordance with department policy. Responsible for assisting department leadership in planning and implementation of policy.
Pay Range
$95,600- $152,900
This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
