SUMMARY
The primary purpose of this position is to perform highly-advanced SCM tasks and/or project management duties in cooperation with and support of NASSCO’s new construction and repair programs. Responsibilities include but are not limited to: procurement tasks, contract negotiation, program estimates-at-completion (EAC’s), department budgeting, material forecasting, cost and price analysis, peer audit, material quality management and supplier performance management. The SCP 5 will ensure department compliance with established policies and procedures through internal reviews and audits. The SCP 5 will analyze, plan, coordinate, and implement external transportation requirements necessary to support the material delivery function. The SCP 5 will actively participate in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time, and reduce costs. The SCP 5 sets standards by example within NASSCO and the supplier community for professionalism, sound judgment, and fairness.
ESSENTIAL FUNCTIONS AND DUTIES
Work independently to conduct all aspects of acquisition, manage suppliers and/or perform related inventory/supply analyst and/or cost analyst functions for government, commercial programs and capital projects.
- Solicit, analyze, negotiate, award, and administer terms and conditions of purchase orders for the procurement of and/or administration of high-dollar/high volume equipment, machinery, supplies and services. Determine requirements and develop detail scenarios and identify trends. Prepare contract terms and monitor performance of supplier(s). Prepare and issue contract modifications.
- Responsible for complex bid development, cost / price analysis, Estimates-at-completion (EAC) management, and /or Program Management. Authority to commit to purchases up to a certain dollar limit.
- Demonstrate expertise in evaluating, negotiating, and managing IT hardware and software licensing agreements, including End User License Agreements (EULAs), to mitigate organizational risk.
- Negotiate contracts for complex Information Technology projects, including implementation services, hardware, and software sourced from multiple suppliers.
- Identify and apply key components of Statements of Work (SOWs) to ensure optimal project outcomes.
- Actively participate in corporate committees and foster collaboration with other General Dynamics business units to align objectives and drive organizational success.
- Possess a solid understanding of the lifecycle and financial aspects of capital projects, contributing to their successful execution.
- Manage and oversee inventory of multiple commodities.
- Act in a leadership capacity, as either a team leader, procurement project leader supporting individual or multiple programs, and/or acting in a Supervisor or Manager capacity.
- Coordinate the activities, develops skills, and provides leadership to subordinates as assigned. Review initiated transactions of team members.
- Provide guidance and direction to less experienced Supply Chain professionals as individually capable and appropriate, related to company programs, projects and/or contracts.
- Develop and train less experienced junior Supply Chain professionals helping to develop a culture of succession within the organization.
- Contribute to company goals and business objectives through cost down and process improvement initiatives.
- Initiate supplier relationships and maintain good working relationships with suppliers. Monitor and direct supplier performance and manage suppliers effectively with on time material delivery and good qualities.
- Analyze and interpret contract documents to determine compliance with prime contracts, NASSCO policy, and government procurement rules and regulations. Identify and resolve FAR and DFARS issues which could impact the procurement activity.
- Resolve material discrepancies and interpret and implement policies and department operating procedures.
- Interface with other NASSCO departments and suppliers to resolve issues affecting procurements, including investigating and resolving disputes and making decisions about delivery, product, and schedule.
- Resolve complex issues and identify management-level issues, while making recommendations for resolution.
- Apply technical expertise regarding materials and services.
- Understand and utilize NASSCO business information systems and Purchasing Department systems.
- Other duties as assigned.
SKILLS AND QUALIFICATIONS
- Bachelor’s degree in Business, Finance, or related field
- 5 -10 years of business experience, Supply Chain experience preferred
- Act as project or team leadership. Manage and supervise a team or subdivision and regularly direct the work of other employees.
- Proven ability to lead and manage complex acquisitions including, but not limited to, resulting inventory management solutions.
- Identify and resolve complex problems posed by evolving supply chain events and occurrences.
- Expert-level understanding of the full range of supply chain functions, including logistics, inventory and receiving management.
- Ability to provide financial and analytical expertise concerning market trends of various material commodities and service industries serving the maritime industry.
- Proven ability to independently evaluate proposals, prepare price/cost analyses and negotiate the results with suppliers.
- Advanced knowledge of FAR / DFARS and other regulations impacting the procurement process.
- Advanced knowledge and experience in interpreting and executing procurements in accordance with various procurement rules and regulations for both government and commercial contracts and subcontracts.
- Proven ability to communicate effectively both verbally and in writing.
- Proficient in Microsoft suite
PHYSICAL DEMANDS
Work primarily conducted in an office setting with good lighting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Must be physically able to commute to buildings throughout the shipyard. Occasional exposure to dust, fumes and moderate levels of noise.
ACCOUNTABILITY
Accountable for supporting the internal customer through the on-time procurement and delivery of materials and services of the right quantity, quality, and best value for NASSCO in accordance with the standards of conduct and acquisition. Responsible for results related to quality and timeliness of achieving project goals and ability to develop, implement, and/or adhere to processes that maximize productiveness and throughout.
Payscale: $120,300 - $161,400
This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
