We currently have an exciting opportunity in our Contracts department. This position specifically is located in Norfolk, Virginia. We are looking for a Cost Analyst, the hours are 7am - 4pm.

ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)

 

  • Costs Analyst must be able to create & maintain databases for the purpose of overseeing the financial health of ongoing ship repair contracts.  To do so, the analyst must be fluent in Excel, and trainable in multiple Data Base Management Systems.

 

POSITION DEMANDS (Education/Training)          

        

  •     BA/BS in Business Administration or a related academic field of study plus 2 years directly related experience or AA/AS plus 4 years directly related experience or 5-8 years    

directly related experience.

  • Basic knowledge of contract requirements including Contract Data Requirement List, (CDRL), Federal Acquisition Regulations (FAR) and Defense FAR Supplement  (DFARS) and Cost Accounting Standards (CAS).

 

POSITION DEMANDS (REQUIRED EXPERIENCE)

 

In depth knowledge of:

 

  • Strong math / accounting skills. 
  • While a degree in accounting is not required, a familiarity with accounting practices and guidelines is required.

WORKING RELATIONSHIPS

 

  • The position of Cost Analyst reports to the Contract Manager and Senior Cost Analysts.
  • The position requires a close working relationship with Program Managers, Planners, Production Managers, Estimators, and NSSA Personnel. 
  • Have the ability to work independently with minimal supervision.

 

PRINCIPAL RESPONSIBILITIES

 

  • Create database files in appropriate software application and ensure accuracy.
  • Maintain database files by:
    • Appending appropriate change order budgets to database
    • Update actual costs with weekly labor and material downloads
    • Update schedule and progress information
  • Create weekly in-house Cost Schedule Status Reports, (CSSR), for Program Engineers.
  • Work with Program Superintendents to develop an analysis of cost variances outside the    contractual thresholds.    
  • Prepare cost and funding data to support the Programs and Production Departments, for internal customers, and teaming partners.
  • Assist Advanced Planning Department in submission of Reports.
  • Other responsibilities and duties as assigned.

 

ACCOUNTABILITY

 

  • Accountable for the quality of financial reports, providing accurate Estimate at Completions (EAC’s), and alerting Contract Manager, Program and Project Managers of cost overruns or cost underruns in sufficient time to obtain additional funding or deobligation.

STANDARD EQUIPMENT ISSUE

 

  • Desktop Computer, CAC or Smart Card Reader.

 

UNIQUE/ADDITIONAL REQUIREMENTS

 

  • Regular, reliable attendance on-site is an essential function of this job.
  • Work may require assignment to offsite locations.
  • Work will mostly be performed in an air conditioned office, but the incumbent must be able to commute about the yard and on the ships undergoing repair.
  • Must be willing to travel and have reliable transportation. 
  • Must be a U.S. citizen and qualify for a Common Access Card (CAC) and a security clearance.
  • Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear.
  • Must have good eye/hand coordination. 
  • The noise level in the work environment is usually moderate.
  • Must be familiar with working in a naval-ship-work-environment and be able to go aboard marine vessels and the dry-dock, climb ladders, work in tanks and confined spaces, and wear personal protective equipment. 
  • These areas can be dirty, dusty, hot or cold, and noisy.
